There is an open mechanism for social housing.

A series of special, breakthrough mechanisms to promote social housing development have officially taken effect since June 1, 2025. This is considered the "key" to removing long-standing bottlenecks, creating more favorable conditions for businesses, localities and people to access policies, land funds and preferential capital sources.

The issue of issuing specific instructions and regulations soon to effectively promote the special mechanism is the current issue.

Many specific mechanisms are applied.

Social housing is a social security policy for low-income people who have difficulty with housing. In recent times, the Party and the State have had many policies to develop this type of housing, but the results have not been as expected. Continuously changing policies have led to confusion in implementation, many procedures and long implementation times, and many shortcomings in investment, borrowing, and home buying and selling conditions, etc., which have caused difficulties for both people and businesses.

Faced with this reality, at the end of May 2025, the National Assembly passed Resolution 201/2025/QH15 on piloting a number of specific mechanisms and policies for social housing development (Resolution 201) with many breakthrough contents. Notably, the establishment of the National Housing Fund aims to create a long-term and stable source of capital to support businesses in investing and enjoying loan policies. Expanding the subjects eligible to rent social housing, including businesses, state agencies, socio -political organizations to arrange accommodation for workers, employees, officials, civil servants and foreigners.

In the 2021-2030 period, the province was assigned by the Government to build 22,500 social housing units, of which more than 2,600 units must be completed by 2025. Resolutions and decisions of the Provincial Party Committee, Provincial People's Council, and Provincial People's Committee set a target of building 10,000 units by 2025 and at least 50,000 social housing units by 2030.

Most notably, Resolution 201 introduced a mechanism that has never been applied before, which is to allow the provincial People's Committee to assign investors to implement projects without bidding, eliminate basic design appraisal, exempt construction permits, and not require detailed planning tasks.

Prime Minister Pham Minh Chinh at the Conference on the Implementation of Resolution 201 said that this is a breakthrough resolution aimed at removing the remaining procedures that hinder the investment and development of social housing. Just one day after Resolution 201 was issued, the Government issued Resolution 155/NQ-CP dated June 1, 2025 on implementation. In which, the Government assigned ministries, branches and localities to promptly develop and issue specific documents so that breakthrough and specific policies can soon come into life.

Vice Chairman of the Provincial People's Committee Ho Van Ha assessed that Resolution 201, which took effect immediately upon its promulgation, demonstrated the great determination of the Party, the State, and competent authorities and met the expectations of businesses and the whole society. Immediately after the Government's dissemination conference, the Provincial People's Committee directed the Department of Construction to draft a decision of the Provincial People's Committee stipulating the standards, subjects, and conditions for purchasing, renting, and leasing social housing; directed the Department of Finance and related departments and branches to prepare conditions for assigning investors to implement without bidding according to Resolution 201.

Ability to exceed government assigned targets

Dong Nai is one of the localities with great demand for social housing. This year, the province was assigned by the Prime Minister to complete more than 2,600 units.

Deputy Director of the Department of Construction Huynh Tan Loc said that this year, the province plans to start 13 projects with a total of more than 12,700 apartments, of which nearly 3,000 apartments will be completed. Up to now, 6 projects have started construction with a scale of more than 2,700 apartments, exceeding the target assigned by the Prime Minister. However, 7 projects with a scale of nearly 10,000 apartments have not been able to be implemented due to problems with investment procedures, land, and planning.

Vice Chairman of the Provincial People's Committee Ho Van Ha at the meeting on June 11 requested more determination and drastic action from the grassroots level for social housing. Investors must re-establish the progress gantt line, striving to start construction before September 1, 2025. The Department of Construction is responsible for synthesizing, reporting to the Provincial People's Committee and proposing tasks to support businesses in removing obstacles. Provincial leaders also requested that the design of social housing projects must be in accordance with the criteria of reasonable prices, ensuring quality of life with many amenities for people.

According to Chairman of the Provincial People's Committee Vo Tan Duc, in May 2025, the working group of the Ministry of Construction worked, urged and supported the province to remove some difficulties and obstacles regarding social housing. The Provincial People's Committee is confident and committed to the Prime Minister to select investors to build quality social housing, shorten the time, and exceed the target assigned by the Prime Minister this year. In the immediate future, the province will assign investors without bidding and speed up procedures to strive to start construction of the social housing project in An Phuoc commune, Long Thanh district on August 19, with an area of about 7.3 hectares and a scale of 1,500 apartments.

In addition, the province will assign investors of commercial housing projects and urban areas to immediately implement the social housing portion on the 20% land fund, without waiting for handover to the State or selecting a new investor. Construction must begin within 12 months from the date of investment policy.

It is expected that this June, the Provincial People's Committee will issue a decision regulating the standards, subjects, and conditions for purchasing, renting, and leasing social housing according to Resolution 201. In the draft decision, the province will add a group of beneficiaries of the policy, including people whose houses are cleared to implement key projects but do not meet resettlement conditions to suit local conditions. Specific regulations are made for cases where people who have houses but are 20km or more away from their workplace are considered for social housing support to help many civil servants and workers stabilize their housing when the province merges.

It can be said that Resolution 201 is a great opportunity for localities, including Dong Nai, to make a breakthrough in social housing development.
