It is expected that about 2,000 civil servants, public employees and workers from Binh Thuan and Dak Nong provinces will come to Da Lat - the political and administrative center of the new Lam Dong province to work from July 1.
Currently, Lam Dong functional units are actively preparing headquarters for new agencies and units of Lam Dong province as well as preparing accommodation for civil servants, public employees and workers when they come to work here.

WORKING HEADQUARTERS
Regarding the working headquarters, currently, Lam Dong Department of Finance said that it basically meets the working needs of the number of civil servants working in 3 provinces in Da Lat city. In addition to the existing headquarters, the province is arranging and adding more from converting the headquarters of agencies, units as well as the redundant headquarters of the People's Committees of wards in Da Lat city when merging at the commune level.
The provincial functional sector requested the provincial departments and branches to proactively coordinate with relevant departments and branches in the two provinces of Binh Thuan and Dak Nong to have a plan to use existing headquarters in the two provinces to maintain operations according to the multi-headquarter model in the initial phase of administrative unit (ADU) arrangement, ensuring state management in the merged areas in accordance with the direction of the Prime Minister in Official Dispatch No. 80/CD-TTg dated June 1, 2025 on promoting the implementation of the plan to handle assets after the arrangement, organization of the apparatus, and administrative units at all levels.
To arrange more offices in Da Lat, the headquarters of the Da Lat City People's Committee (No. 5 Tran Nhan Tong) was transferred to the new Lam Dong Provincial Party Committee. The branch of the Da Lat City Land Registration Office here was moved to the old headquarters of the People's Committee of Ward 12, Da Lat.
The provincial authorities requested the Management Board of the Da Lat City Land Fund Development and Investment Project to urgently finalize the project and complete the construction work at 5 Tran Nhan Tong before completing the procedures to transfer it to the Provincial Party Committee to arrange for it to be used as a working headquarters.
Regarding the working headquarters of the Office of the National Assembly Delegation (NAD) and the Provincial People's Council (PPC), in addition to the current working headquarters at 2 Tran Hung Dao, the Department of Finance is proposing to arrange an additional area at 4A Tran Hung Dao (common headquarters of the Associations).
The new Lam Dong Provincial People's Committee Headquarters next to the current No. 4 Tran Hung Dao, Da Lat will expand a part of the area at No. 4A Tran Hung Dao (shared with the Office of the National Assembly Delegation and Provincial People's Council) and add a building at No. 8 Tran Hung Dao (Forest Protection and Development Fund).
The proposed headquarters for the Associations is to be moved to building number 22 Pasteur (former headquarters of the Department of Transport).
The headquarters of departments, branches and units (including the Provincial Land Registration Office, Notary Office No. 1 and the Construction Inspection and Consulting Center) are proposed to be located at 6 addresses including the Provincial Administrative Center Building, No. 36 Tran Phu; No. 2L Ba Thang Tu Street (Veterans' Association) is arranged for the Department of Foreign Affairs (to be established in the near future); No. 8 Ba Thang Tu Street (former headquarters of the Religious Affairs Committee and the Emulation and Reward Committee); No. 50 Quang Trung (Farmer Support Center); No. 52 Quang Trung (Provincial Farmers' Association) and the former headquarters of Ward 3 People's Committee.
With the headquarters of the Vietnam Fatherland Front Committee of Lam Dong province and socio-political organizations, along with the headquarters at 57 Quang Trung (currently the Vietnam Fatherland Front Committee), there will be 2 more locations: 61 Quang Trung (currently the Provincial Women's Union) and 25 Quang Trung (Provincial Youth Union). In addition, an additional area at 5 Tran Nhan Tong will be arranged for the Vietnam Fatherland Front Committee of Lam Dong province (new) and socio-political organizations.
For public service units, the proposed plan is to arrange 7 addresses, these positions can be arranged to work immediately (except for No. 4 Le Hong Phong); of which, No. 9 Le Hong Phong is arranged for the Lam Dong Provincial Investment, Trade and Tourism Promotion Center, Tuyen Lam Lake National Tourist Area Management Board.
At No. 10 Ly Tu Trong, there are 3 project management boards including the Traffic Works Project Management Board, the Agricultural and Rural Development Construction Investment Project Management Board, and the Civil and Industrial Works Construction Investment Project Management Board.
At No. 10 Tran Hung Dao (currently Lam Dong Radio and Television Station, expected to move to the new headquarters in early August 2025), 3 units will be arranged, including the Center for Investment Management and Irrigation Exploitation, the Center for Agricultural Extension, and the Center for Environmental Resources and Land Fund Development.
At the old headquarters of Ward 1 People's Committee, there are 3 units, including Road Maintenance Board, Legal Support Center, and Provincial Housing Management Center.
At No. 4 Le Hong Phong (former headquarters of the Department of Population - Family Planning), there are two units, including the Provincial Forest Protection and Development Fund and the Environmental Protection Fund.
At No. 21 Le Hong Phong (former headquarters of the Provincial Party Committee), arranged for the Center for Industrial Promotion and Industrial Development Consulting;
The old headquarters of Ward 4 People's Committee is arranged for 3 units, including the Construction Inspection and Consulting Center, the New Rural Coordination Office, and the Provincial Traffic Safety Committee.
The Orchid Flower School in Da Lat will be renovated to serve as accommodation for civil servants and public employees from Binh Thuan and Dak Nong provinces who will move to work in Da Lat when the new Lam Dong province officially comes into operation from July 1, 2025. |
ABOUT ACCOMMODATION
For civil servants, public employees, and workers working at departments, branches, and Party agencies of the new Lam Dong province (except those currently working in Lam Dong) will be arranged at 31 facilities with a total area of 27,166 m2.
Because there is not much time left until the new Lam Dong Provincial Public Service Center comes into operation, the amount of work to renovate, repair and upgrade the working facilities is large, Lam Dong Department of Finance is proposing that the province assign units such as the Management Board of Civil Works Construction Investment Projects under the Department of Construction, the Da Lat City Housing Management Center, the Management Board of Construction Investment Projects and Land Fund Development of Da Lat City to urgently develop estimates, prepare documents and procedures for renovating and repairing a number of facilities so that civil servants, public employees and workers from Binh Thuan and Dak Nong have a place to stay as soon as they arrive in Da Lat before July 1, 2025, preparing for the new province to officially come into operation.
The specific repair locations include No. 1 Lu Gia (former Hoa Phong Lan School); No. 3 Lu Gia (Road Management Company 1); headquarters of Lac Duong district mass organizations; headquarters of Lac Duong town People's Committee; No. 172 Ba Thang Hai Street (former Architects Association); No. 20 Nguyen Van Troi (former Agent Orange Victims Association); No. 61 Nguyen Van Troi; No. 31 Truong Cong Dinh; No. 7 Thu Khoa Huan; No. 5 and 5E Tran Hung Dao; No. 1 Phan Dinh Phung; No. 1 Quang Trung; No. 15 Co Giang. In total, these locations will accommodate about 525 civil servants, public employees, and workers.
Lam Dong authorities require units assigned as investors to focus on repairing, renovating and upgrading necessary work items to immediately meet the accommodation needs of civil servants and workers; prioritize the use of materials that are easy to construct, available on the market, and have a short implementation time.
On this occasion, the Department of Finance also requested that the provincial departments and branches proactively contact the departments and branches of Binh Thuan and Dak Nong provinces to grasp the number of employees and the number of people in need of accommodation, promptly report to the Department of Finance to advise on the arrangement of workplaces and accommodation.
