The People's Committee of Ho Chi Minh City has just issued a document conveying the direction of the Chairman of the People's Committee of Ho Chi Minh City, Nguyen Van Duoc, on the organization of the Commune-level Public Administration Service Center.
The Chairman of the Ho Chi Minh City People's Committee requested the People's Committees at the commune level to establish and issue decisions regulating the functions, tasks and powers of the Commune-level Public Administration Service Center, ensuring effectiveness from July 1.
At the same time, determine the number of reception and result return points; complete the assignment of civil servants and public employees at specialized departments and offices to perform tasks at the Commune-level Public Administration Service Center before June 30.
In addition, arrange the working offices of the Public Administration Service Centers on the basis of maximizing the use of the working offices and existing technical equipment of the one-stop-shop departments at all levels and additional equipment to meet professional requirements; organize the reception and settlement of administrative procedures (AP) in accordance with regulations.
The Department of Science and Technology was assigned to coordinate with the Ho Chi Minh City Digital Transformation Center to organize a trial operation of receiving and handling administrative procedures according to the 2-level local government model, to be completed before June 25.
Departments and branches coordinate with the Office of the Ho Chi Minh City People's Committee to review, adjust, and update internal procedures and electronic procedures for administrative procedures according to the 2-level local government model, prioritizing administrative procedures that generate many records, while ensuring consistency and integration with the National Public Service Portal.
The Office of the Ho Chi Minh City People's Committee is responsible for guiding the promulgation of operating regulations of the Commune-level Public Administration Service Center; monitoring and urging the implementation of tasks related to the implementation of administrative procedures for people and businesses.
