On the morning of July 23, President Luong Cuong and the Central Working Delegation visited and presented gifts to war invalids at Duy Tien War Invalids Nursing Center, Ninh Binh province on the occasion of the 78th anniversary of War Invalids and Martyrs Day (July 27, 1947 - July 27, 2025).
The delegation included Party Central Committee members: Chairman of the Office of the President Le Khanh Hai, Senior Lieutenant General Pham Hoai Nam, Deputy Minister of National Defense; representatives of leaders of a number of central ministries, departments, and agencies and Ninh Binh province.

As one of the earliest established nursing facilities for war invalids in the country (June 1957), Duy Tien Nursing Center for War Invalids has always strived to overcome difficulties to become a warm home for war invalids and sick soldiers.
The Center is assigned the task of receiving, managing, nurturing, treating, rehabilitating and resolving policies and regimes for war invalids and seriously ill soldiers with a labor capacity reduction rate of 81% or more.
Currently, the Center is nurturing, treating, rehabilitating and resolving policies for 52 wounded and sick soldiers and one martyr’s relative from 9 provinces and cities across the country. The wounded and sick soldiers at the Center are all over 70 years old, the oldest of whom is 93 years old.
With the spirit of “Discipline, love, responsibility”, the medical team at the Center always loves, respects and understands wounded and sick soldiers. Therefore, the work of examining, treating and caring for wounded and sick soldiers is always put first.
Expressing his emotion at being able to return to visit Duy Tien War Invalids Nursing Center on the occasion of the 78th anniversary of War Invalids and Martyrs Day, on behalf of the Party and State leaders, President Luong Cuong sent his warmest regards and most respectful sentiments to the revolutionary elders, heroic Vietnamese mothers, heroes of the people's armed forces, war invalids, sick soldiers, people with meritorious services to the revolution, relatives of martyrs across the country and comrades currently being treated at the Center.
The President stated that “When drinking water, remember its source” and “When eating fruit, remember the person who planted the tree” are the morals and fine traditions of our nation. The war has ended, but the pain still remains. Millions of the nation’s best sons have heroically sacrificed; thousands and tens of thousands of wounded and sick soldiers have left parts of their bodies on all battlefields and are seriously ill; leaving behind their ambitions, youth and dreams on the fierce battlefields, to have an Independent - Free - Peaceful and developed Vietnam like today.
The President affirmed that the generations of Vietnamese people today and tomorrow always remember and clearly understand the value of today's peaceful life, which is "Bone - Mountain", "Blood - River", sweat, tears, intelligence and merit of generations of Vietnamese people.
Therefore, we must cherish, preserve and devote all our efforts to building a strong, prosperous and everlasting Vietnam. Over the past 78 years, especially after nearly 40 years of renovation, the Party and State have issued many preferential regimes and policies for people with revolutionary contributions and those policies have been constantly improved; activities of "repaying gratitude"; the movement "All people take care of families of war invalids, martyrs and people with revolutionary contributions" have increasingly developed; contributing to better care for people with revolutionary contributions nationwide.
On behalf of the Party and State leaders, the President highly appreciated and commended the results that Duy Tien Nursing Center for War Invalids has achieved in recent years and has become a warm home where war invalids and sick soldiers are cared for both physically and mentally.
Along with that, Ninh Binh, Nam Dinh, and Ha Nam provinces in the past, now Ninh Binh province, have closely led, directed, and organized, with many new and effective ways of caring for and implementing the work of gratitude and repayment to people with revolutionary contributions and their relatives.
To continue to better care for the lives of people with revolutionary contributions, the President requested ministries, branches and localities in general, the Ministry of Home Affairs and Ninh Binh province in particular, to seriously implement the Party's resolutions and directives on the work of people with revolutionary contributions; and to determine that taking care of and implementing preferential policies for people with revolutionary contributions is a regular and long-term task of the entire political system and society.
The President requested to continue to comprehensively review policies related to people with revolutionary contributions and martyrs' families; at the same time, propose solutions to remove obstacles in accordance with the country's situation and reality.
The Ministry of Home Affairs closely coordinates with ministries, branches and localities to effectively implement Decision No. 1577/QD-TTg dated December 16, 2024 of the Prime Minister on the Plan to implement the Planning of the system of social facilities for nurturing and caring for people with meritorious services to the revolution in the period of 2021-2030, with a vision to 2050, in order to form a system of facilities with sufficient capacity to better meet the requirements of nurturing and caring for people with meritorious services; continue to promote the movements of "Repaying gratitude", "Remembering the source of water", "All people take care of war invalids, families of martyrs and people with meritorious services to the revolution"... thereby mobilizing more social resources, joining hands with the Party and State to better care for the material and spiritual life of people with meritorious services.
The President hopes that war invalids and sick soldiers will continue to preserve and recover their health, live happily and healthily, steadfastly overcome the pain of illness, and always be shining examples of courage and sacrifice for the younger generation to learn from and follow.
For the leaders, officers, staff and workers of Duy Tien Nursing Center for War Invalids, the President requested to continue to unite, be unanimous, promote tradition, overcome all difficulties, and excellently complete tasks; uphold love, responsibility, thoughtfulness and care, "love and care for the sick like your own brothers and sisters, consider their pain as your own pain" as beloved Uncle Ho taught.
The President affirmed that our Party, State and people will forever remember the contributions of heroes, martyrs, wounded and sick soldiers and those who have contributed to the revolution.
In the coming time, the Party and State will continue to improve policies and laws on preferential treatment for people with meritorious services, mobilizing all social resources so that this work can be carried out better and more thoughtfully.
