On the afternoon of June 26, the Party Committee of the Ho Chi Minh City Institute for Development Studies held its 4th Congress for the 2025-2030 term. Attending the congress was Mr. Nguyen Van Duoc - Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Committee.
In the 2020 - 2025 term, the Ho Chi Minh City Institute for Development Studies has advised the Ho Chi Minh City Party Committee and People's Committee on many issues, contributing to the overall development of the city in the fields of economy , socio-culture, management, urban areas and mechanisms and policies for development.
Projects include policies to promote the development of digital economy, sharing economy and circular economy in the city; strategy for developing cultural industries in Vietnam until 2020-2030; tasks of planning Ho Chi Minh City for the period 2021-2030, with a vision to 2050; economic growth scenario of Ho Chi Minh City for the period 2023-2025...
In addition, the Ho Chi Minh City Institute for Development Studies has implemented 29 scientific research topics and projects according to plan, making useful contributions to the city's leaders in management and operation.
Speaking at the congress, Mr. Nguyen Van Duoc highly appreciated the role of the Ho Chi Minh City Institute for Development Studies in proposing and advising on socio-economic development policies for Ho Chi Minh City over the past years, especially in the context of restructuring the apparatus and organizing the operation of two-level local governments.
According to Mr. Duoc, in the first 6 months of 2025, Ho Chi Minh City's socio-economic situation has achieved many outstanding achievements.
However, when Binh Duong and Ba Ria - Vung Tau were merged into Ho Chi Minh City, the new Ho Chi Minh City was expected by the Central Government and had many new missions. The new Ho Chi Minh City will have a large development space, motivation, room for development, and a new leap in the era of national development.
Regarding the long-term vision, Ho Chi Minh City leaders have proposed a development strategy for the new city: Binh Duong is the industrial capital; Ba Ria - Vung Tau is the capital of marine economy, clean energy, seaports, logistics; and Ho Chi Minh City is the capital of finance and digital economy.
The Ho Chi Minh City Institute for Development Studies needs to be aware of its role in advising on development policies for the new Ho Chi Minh City, especially putting the interests of the new city's more than 14 million residents first.
The Chairman of the Ho Chi Minh City People's Committee assigned the Institute for City Development Studies many important tasks, including building a socio-economic plan for the new Ho Chi Minh City and developing high-quality human resources.
At the same time, reorganize and restructure state-owned enterprises, develop financial centers, promote green transformation, digital transformation, etc.
The head of the Ho Chi Minh City government requires each officer of the Ho Chi Minh City Institute for Development Studies to have enough heart, morality, intelligence and responsibility to be able to fulfill their tasks well for the common development.
