Finalize investment plan for rest stop on Dau Giay - Tan Phu highway

The Dau Giay - Tan Phu expressway construction investment project with a length of 60.24 km on the Dau Giay - Lien Khuong expressway will have a rest stop at Km40+00, with a scale of about 3 hectares/side.

The Ministry of Construction has just sent an official dispatch to the Truong Hai - Son Hai Transport Infrastructure Development Construction Joint Venture and the Vietnam Road Administration regarding the investment plan for a rest stop under the Dau Giay - Tan Phu Expressway Construction Investment Project under the PPP method.

Accordingly, the Ministry of Construction agreed on the investment plan to build a rest stop under the Dau Giay - Tan Phu Expressway Construction Investment Project (Phase 1) under the PPP method, with the investor (Truong Hai - Son Hai Joint Venture) paying for the construction cost of the rest stop, which is not included in the financial plan.

The value of the franchise for the rest stop business is calculated by the average value paid to the state budget according to the decision approving the results of the bidding for the selection of investors of 3 projects similar to the project under consideration according to the ratio of the operating time and the scale of the rest stop project. The investor is responsible for paying the franchise value in the form of a one-time payment to the state budget.

The Ministry of Construction assigned the Vietnam Road Administration to coordinate with investors, project enterprises and relevant agencies and units to implement investment procedures for building rest stops in accordance with regulations and standards; determine the value of receiving the franchise to operate the rest stops in accordance with the provisions of law, negotiate, agree, and sign an appendix to the contract with the Investor as a basis for implementation.

Previously, Truong Hai - Son Hai Joint Venture requested the Ministry of Construction (competent authority) to review, agree on the plan and allow the Joint Venture to invest in the construction of a rest stop under the Project at Km40+00, with a scale of about 3 hectares/side; the construction items of the rest stop must comply with the National Technical Regulation QCVN 43:2012/BGTVT/SĐ01:2024, Circular No. 48/2012/TT-GTVT; the cost of site clearance for the rest stop is included in the total investment of the Project.

The consortium commits to self-fund the construction of the rest stop (not included in the total investment and financial plan of the Project), organize the business of exploiting the rest stop in accordance with the standards, norms and regulations of current law; pay the value of the franchise of investment and business rights of the rest stop in the form of a one-time payment to the state budget.

In April 2025, the Ministry of Construction approved the results of selecting investors for the Dau Giay - Tan Phu Expressway Construction Investment Project under the PPP method with the winning investor being the Truong Hai - Son Hai Joint Venture.

According to the bidding results, the total investment capital of the Project is about 8,408 billion VND (of which: the capital mobilized by the investor is about 7,108 billion VND, the State capital to pay for site clearance is about 1,300 billion VND). The construction time is about 24 months, the operation and business time is 16 years and 11 months.

The project is 60.24 km long with the starting point (Km0+000) at the intersection with National Highway 1, connecting with Ho Chi Minh City - Long Thanh - Dau Giay Expressway, located in Dau Giay town, Thong Nhat district, Dong Nai province; the end point is at Km60+243.83 (end of the intersection with National Highway 20), connecting with the Tan Phu ( Dong Nai ) - Bao Loc (Lam Dong) Expressway Construction Project, located in Phu Trung commune, Tan Phu district, Dong Nai province.

The entire length of the project route is located entirely in Thong Nhat, Xuan Loc, Dinh Quan and Tan Phu districts of Dong Nai province.

In the completion phase, the Dau Giay - Tan Phu expressway is a class 100 expressway, with a scale of 4 lanes, a cross-section of 24.75m, and a design speed of 100 km/h. In phase 1, the geometric elements (plan, longitudinal profile) of the route meet the standards of a class 100 expressway, with a scale of 4 lanes, and a roadbed width of 17m.
