Official launch of the National Cyber Security Operating System

In the context of increasingly sophisticated cyber threats, the National Cyber Security Operations System - a "shield" that proactively monitors, provides early warnings and coordinates incident handling nationwide - has been officially launched.

In the context of digital transformation taking place strongly and cyber security becoming a key defense line of each country, on August 5 in Hanoi, the National Cyber Security Center (Department of Cyber Security and High-Tech Crime Prevention, Ministry of Public Security ) officially launched the "National Cyber Security Operating System."

This is a comprehensive solution researched, developed and fully mastered by domestic experts. This system is the result of a nearly year-long internal research, development and testing process, with the goal of establishing a comprehensive, centralized, "backbone" network incident coordination, monitoring and response platform for national cybersecurity.

According to Lieutenant Colonel Le Xuan Thuy - Director of the National Cyber Security Center, Department A05, in the new stage of national development today, information systems are forced to connect with each other in terms of data to serve the connection. This is an inevitable trend in digital transformation.

"When systems are connected to each other, risks will arise. Currently, organizations and units are protecting their systems relatively independently, there is no organization standing up to connect and share information and data. According to our statistics, monitoring attacks on critical infrastructure often takes place in campaigns, not just by one organization. Thus, connecting and exchanging to enhance the work of ensuring mutual support in emergency situations is extremely necessary," said Lieutenant Colonel Le Xuan Thuy.

On that basis, the National Cyber Security Center has developed a national cybersecurity incident response and coordination platform.

According to Lieutenant Colonel Le Xuan Thuy, this is a central system connecting the incident response force with agencies, management companies in key systems, state agencies, local authorities, enterprises as well as organizations providing SOC (Security Operations Center) services nationwide. From there, a unified coordination is formed under the direction of the specialized force ensuring network security of the Ministry of Public Security. In addition, this system also connects with units for analysis and warning.

The system also integrates with incident response support tools in the A05 ecosystem as well as other cybersecurity intelligence data knowledge platforms to enhance early recognition and decision-making capabilities.

According to Lieutenant Colonel Le Xuan Thuy, the system was built and put into pilot operation in many phases. From July 1, 2025, the system has been deployed to 34 provincial and municipal police units. The national deployment phase (from August 6, 2025 - 2026) will continue to connect ministries, branches, and owners of key information systems; the final step will be to expand to businesses and information technology service providers to form a synchronous, community "security network".

In the future, the system will integrate features to support analysis and decision-making using artificial intelligence (AI), helping to predict and respond earlier. Along with that, the system will also integrate with other platforms such as malware data warehouses and intelligence information while expanding incident reception channels, from email, mobile applications to API integration./.
