According to the agenda of the meeting, the Government reviewed and discussed 8 contents: Draft Law amending and supplementing a number of articles of the Law on Judicial Records; Draft Law amending and supplementing a number of articles of the Law on Drug Prevention and Control; Draft Law on Vietnam Civil Aviation (replacement); Draft Law on E-commerce; Draft Law on Higher Education (replacement); Draft Law on Vocational Education (replacement); Draft Law on Press (replacement); Government's proposal on the 2026 Legislative Program.
Opening the meeting, Prime Minister Pham Minh Chinh emphasized that we have gone through nearly 7 months of 2025. The law-making work has been actively carried out by the Government, ministries and branches and achieved high efficiency. The Government also closely and effectively coordinated with the National Assembly in building and perfecting institutions.
Many legal documents have been passed, promptly serving the operation of the two-level local government and the agencies continue to monitor and grasp the operation of the two-level local government. If any problems or shortcomings arise, they will propose amendments and supplements in accordance with the situation and requirements. After the laws are promulgated, the Government, ministries and branches also urgently develop and promulgate documents guiding the implementation so that the laws can be promptly put into practice.
Implementing the direction of the Politburo and the Secretariat, headed by General Secretary To Lam, in 2025, the Government will strive to review the entire legal system and amend and supplement it to remove obstacles and shortcomings, promoting innovation and development.
The Prime Minister requested leaders of ministries, branches and government agencies to directly direct and participate in the work of law making. It is necessary to urgently resolve practical problems and create conditions for development.
