Van Don International Airport - the base airport of Sun Phu Quoc Airways Company Limited
The Prime Minister has just issued Official Dispatch No. 670/TTg – CN to the Minister of Construction regarding the issuance of an Air Transport Business License to Sun Phu Quoc Airways Company Limited.
Accordingly, the Prime Minister agreed with the proposal of the Ministry of Construction in the above document on allowing the Ministry of Construction to grant an air transport business license to Phu Quoc Sun Aviation Company Limited.
The Ministry of Construction is responsible for the content of reports and proposals, and the issuance of Air Transport Business Licenses in accordance with regulations; and is responsible for managing and ensuring safe and effective civil aviation operations.
In early June 2025, the Ministry of Construction sent a document requesting the Prime Minister to consider granting an Air Transport Business License to Phu Quoc Sun Aviation Company Limited.
According to the Ministry of Construction, the application for an Air Transport Business License by Phu Quoc Sun Aviation Company Limited fully meets the requirements of documents and papers, including: a request for a license; a plan on the number of aircraft expected to be operated; a memorandum of understanding on the provision of aircraft; a plan for the organization of the apparatus to ensure aircraft operation and air transport business; a business plan and product development strategy; a brand expected to be used; an organizational chart of the enterprise and documents proving that it meets the conditions for the issuance of an Air Transport Business License.
Phu Quoc Sun Aviation Company Limited is also recognized for having developed a plan to ensure that there are aircraft operating that meet the requirements of Decree No. 89/2019/ND-CP.
The number and type of aircraft expected to be operated must be appropriate to the type of air transport business.
The preparation and documents show that the Plan to ensure the availability of aircraft for exploitation and the capital of 1,000 billion to ensure the ownership of aircraft within the first 5 years of operation of Phu Quoc Sun Aviation Company Limited is feasible.
The Ministry of Construction assessed that Phu Quoc Sun Aviation Company Limited meets the conditions on organizational structure to ensure aircraft exploitation and air transport business according to the provisions of Decree No. 89/2019/ND-CP.
Positions in charge such as: aircraft operations, maintenance, ground operations, security, safety and quality assurance, commerce, chief accountant have specific people with appropriate degrees, professional certificates, and experience working in the aviation industry.
Phu Quoc Sun Aviation Company Limited has a document confirming the blockade from the National Commercial Joint Stock Bank on May 20, 2025 with the amount of money blocked in the account being 1,000 billion VND.
According to the Ministry of Construction, Phu Quoc Sun Aviation Company Limited is oriented to operate according to the traditional model of full high-quality services combined with the model of operating charter flights, operating domestic routes connecting economic and political centers such as Hanoi, Da Nang and Ho Chi Minh City, as well as connecting with localities nationwide to serve the development of tourism and islands; at the same time, the company will operate international routes connecting with economic and political centers and tourist destinations in countries in the region and around the world.
The development potential of Vietnam's aviation market still has a lot of room and strong recovery ability, especially the international market in 2024 (growth of 27.1%), so having new airlines providing high-quality traditional services will diversify aviation products and services, giving passengers more choices, increasing factors to promote market development, higher competition, in line with the general development trend of the region as well as the world and creating conditions for private economic development.
“With the scale of operating 3 aircraft expected to start from the fourth quarter of 2025 and increase to 31 aircraft by 2030 of Phu Quoc Sun Aviation Company Limited, the Ministry of Construction finds that the capacity to supervise aircraft operation safety, flight capabilities, maintenance and airport infrastructure is sufficient to meet the needs of developing the aircraft fleet as well as the flight network according to the business plan and product development of Phu Quoc Sun Aviation Company Limited”, the leader of the Ministry of Construction assessed.
It should be added that, after the Prime Minister approved the investment policy for the new investment project of passenger transport business by air of Sun Phu Quoc Company, the Air Transport Business License is one of the next two important conditions for Sun PhuQuoc Airways to be able to conduct its first commercial flight.
The leader of the Civil Aviation Authority of Vietnam said that in case the Ministry of Construction grants a license for air transport business, Sun PhuQuoc Airways must also meet another important legal condition, which is the Air Operator Certificate (AOC).
According to regulations, aircraft operators must submit the first AOC application at least 90 days before the intended date of operation, the operations manual and maintenance control documents can be submitted later but no later than 60 days before the intended date of operation.
