Satisfaction index shows the interaction between cooperatives and local authorities.

The Vietnam Cooperative Alliance has just announced the results of a national survey assessing the level of satisfaction of cooperatives with local authorities in 2024. The results show that the most satisfied cooperative sector is non-agricultural; the least satisfied cooperative sector is credit. Cooperatives are also satisfied with training activities, membership expansion, trade promotion and participation in target programs. The policies that cooperatives are most dissatisfied with include land (slow leasing, lack of incentives), audit fee support, agricultural insurance, credit loans and access to preferential tax policies...

The annual survey to assess the level of satisfaction of cooperatives with local authorities originates from the content of Resolution 20-NQ/TW dated June 16, 2022 of the 5th Conference of the 13th Party Central Committee on continuing to innovate, develop and improve the efficiency of the collective economy in the new period (Resolution 20-NQ/TW). In which, the collective economy sector has not developed as the goals and requirements set out in the resolution. The reason is that the awareness of many Party committees, Party organizations, authorities, cadres, Party members and People about the nature, position and role of the collective economy in the socialist-oriented market economy is not complete and inconsistent; the leadership and direction of many Party committees and authorities are still formal, not really interested, and lack determination...

In Phu Yen , since 2022, implementing Resolution 61 of the Vietnam Cooperative Alliance, the provincial Cooperative Alliance has conducted a survey and scored the provincial satisfaction index of cooperatives with local Party committees and authorities on collective economy and cooperatives. The survey is conducted annually using electronic assessment forms. Every year, the province's cooperatives actively participate, reaching a rate of over 90%.

According to the Provincial Cooperative Union, like cooperatives nationwide, provincial cooperatives highly appreciate the support of authorities at all levels in implementing policies to support the development of collective economy and cooperatives. Typically, such as supporting machinery and equipment for production; supporting capital to complete infrastructure, factories, and product showrooms; implementing production models, transferring scientific and technical advances in cooperative fields... However, there are still some issues that have not found a common voice such as resolving land issues, tax incentives...
