The history of formation and development of Da Nang has always had a strong mark of international exchange and integration. The attractiveness of the land combined with proactive international integration and cooperation is the lever for Da Nang to go from a bustling commercial port of the Central region in the 19th century to a modern, dynamic urban area with a brand that is increasingly spreading at the global level.
According to the Department of Foreign Affairs, in the period of 2020 - 2025, the city's foreign affairs and international cooperation achieved many outstanding achievements.
During this period, Da Nang welcomed more than 3,000 international delegations, including many delegations of heads of state, royalty, and ministers from various countries to visit, work, and promote cooperation and investment projects.
Da Nang has established friendly and cooperative relations with 60 localities of 24 countries and territories; through 120 international agreements signed bilaterally with localities and foreign organizations, along with many agreements on promotion and investment connection between business associations, corporations and foreign companies.
This is an important catalyst for Da Nang to attract about 1,263 FDI projects with a total registered investment capital of more than 10.9 billion USD.
Besides, Da Nang not only participates but also proactively plays an important role in international and regional organizations, especially APEC, ASEAN and free trade agreements.
The city also actively participates in major forums such as APCS, PNLG, CITYNET and many other international conferences.
At the same time, host large-scale events that attract the attention of the international community such as Meet Da Nang 2024 - 2025, Meet ASEAN, Meet US, Meet Korea, Meet Japan...
Persistently establish position
International integration is an important strategy to strengthen political position, promote economic development, ensure national security, and enhance our country's influence on the world map.
The birth of Resolution No. 59-NQ/TW dated January 24, 2025 of the Politburo on "International integration in the new situation" is a breakthrough decision, marking a historic turning point in the country's integration process, positioning international integration as an important driving force to bring the country into a new era.
Da Nang is aiming to become a leader in international economic integration, science and technology development, innovation and expanding sustainable development space through effective regional connectivity.
During the 2011-2025 period, the city has developed and synchronously implemented three economic diplomacy projects, making an important contribution to attracting investment, expanding cooperative relations and enhancing international status.
Mr. Le Minh Tuong, Deputy Director of the Department of Foreign Affairs, said that to ensure the Party's comprehensive leadership in the integration process, Da Nang focuses on raising awareness, thinking and action on international integration in the new situation.
The Department of Foreign Affairs is developing a detailed implementation plan according to Plan 313 dated June 4, 2025, to concretize the propaganda work and implementation of Resolution No. 59-NQ/TW of the Politburo and Resolution No. 153/NQ-CP of the Government on international integration.
“In the coming time, the department will advise the City Party Committee and the City People's Committee to promote foreign affairs, innovate integration thinking, aiming to make Da Nang an integration center in Southeast Asia. Entering the 2026 - 2030 period, Da Nang will innovate the method of implementing economic diplomacy in a practical and effective manner. From there, it aims to open up international resources in terms of knowledge, experience, science and technology, human resources, and capital to deploy new development drivers of the city such as the Free Trade Zone, the International Financial Center, the fields of science and technology, semiconductors, artificial intelligence, etc.,” said Mr. Tuong.
Overcoming challenges
Looking back at the past development journey, it can be seen that Da Nang is still in the early stages of establishing its position in the global value chain, a key factor in attracting investment, talent and improving adaptability in a volatile international environment.
The journey of deep integration poses many challenges for Da Nang, including the problem of high-quality human resources.
According to Mr. Tran Anh, former Secretary of the Hoi An City Party Committee, the wards of the old Hoi An city are areas that regularly carry out foreign affairs and deep international integration, so the staff at the grassroots level need to continue to cultivate and enhance their capacity to operate in the foreign affairs environment to meet the needs of the new situation.
One of the core tasks and solutions emphasized in the draft Political Report submitted to the 23rd Congress of the Da Nang City Party Committee for the 2025-2030 term is "Strengthening international integration and cooperation, improving the quality and effectiveness of foreign affairs activities; focusing on promoting regional development linkages and cooperation with localities".
This demonstrates the strategic vision and determination of the city's political system, placing international integration at the center of breakthrough development in the coming term.
Mr. Le Minh Tuong said: “In each new cooperation program of Da Nang, foreign affairs and international integration are always ready to be the “pioneer flag to open the way”. This is not only a motto, but also a command to act, demonstrating the aspiration for innovation and development, creating a modern, civilized and prosperous Da Nang”.
