According to the reporter, on the first day of trial operation of the 2-level local government model, the reception and processing of the document management system; the trial use of the online meeting and conference system connecting the city with wards in Cau Giay district went smoothly. At the headquarters of the People's Committee of Yen Hoa Ward, Nghia Do, the trial operation is taking place seriously and urgently. Officials and civil servants proactively learn, update knowledge, and test operations according to the new model. The successful connection time from the city to the grassroots level is at the required threshold; the connection rate is stable. In particular, public administrative activities are still operating normally as usual in Cau Giay District and all 8 wards in the area. The reason is that this is the time when the pilot operation of the 2-level local government model is being implemented. According to the direction of the Central and the city, the 2-level local model officially came into operation from July 1. Up to this point, the political system of Cau Giay District has just finished all district-level activities.

The representative of Yen Hoa ward said that on the first day of testing, the ward had fully prepared facilities, transmission lines, human resources... according to the city's requirements. Also on this day, in addition to testing the online meeting and conference system connecting the city with new wards, in the afternoon of the same day, the wards were also instructed on the cluster meeting scenario; tested features and utilities to evaluate the ability to share content online; checked the display quality and remote control capabilities. The City People's Committee Office also provided instructions on how to handle incidents if the ward lost connection during an online meeting due to loss of WAN connection; power outage at the bridge point.

The representative of Nghia Do ward added that all officers and civil servants of the ward have been thoroughly trained. In addition to guidance via Zalo channel, the city has a direct support group in the direction of hand-holding. Up to now, the trial operation has been going smoothly. This is a positive signal showing that the two-level e-government model is being operated in the right direction.

Human resources work is well prepared

According to Cau Giay District Party Secretary Tran Thi Phuong Hoa, the end of the 2020-2025 term is also the time to mark the strong transformation of Cau Giay District - from a modern, civilized inner-city district to a leading locality in the new urban government model of the Capital. The 2-level local government model will be put into trial operation to officially operate from July 1. Cau Giay District will end all district-level activities and operate in 3 new wards with a streamlined, effective and efficient organizational model.

This revolution requires rearranging the team, choosing the right people for the right positions. Each cadre must be properly trained, guided by hand to best serve the people. In that spirit, the end of Cau Giay district and the establishment of 3 new wards Cau Giay, Nghia Do, Yen Hoa is the inheritance of the achievements of a whole development process, opening a new stage with higher requirements in leadership, administration, and social management. The district-level government model will complete its mission after July 1, but the legacy of a responsible, creative and substantial formation and development process of Cau Giay district will continue to be inherited through the district's staff transferred, arranged and adjusted to the wards. From July 1, the new ward in Cau Giay district will receive 267 more administrative procedures that are under the jurisdiction of the district level, thereby expanding the scope of local settlement, ensuring smoothness, efficiency and convenience for the people.
