Bien Hoa - Vung Tau Expressway 'increases' capital by 3,700 billion VND

According to Minister of Construction Tran Hong Minh, the preliminary total investment of phase 1 of Bien Hoa - Vung Tau expressway after adjustment increased by more than 3,700 billion VND, mainly due to site clearance.

On the afternoon of June 20, the National Assembly discussed in the hall the investment policy for the Quy Nhon - Pleiku expressway project, Ho Chi Minh City Ring Road 4 and adjusted the investment policy for the Bien Hoa - Vung Tau expressway phase 1.

Supporting the adjustment of the Bien Hoa - Vung Tau expressway investment policy, delegate Nguyen Tam Hung (Ba Ria - Vung Tau delegation) said that this is not only an important traffic infrastructure project but also a strategic project connecting the key economic region in the south, especially Long Thanh airport, Cai Mep - Thi Vai seaport...

“It is necessary for the National Assembly to consider adjusting the total investment to update arising costs, such as compensation, support, resettlement costs…”, Mr. Hung stated, adding that the adjustment of the total investment from VND17,837 billion to VND21,551 billion fully reflects the objective fluctuations in compensation, support and resettlement costs.

Meanwhile, although supporting the policy of the Ho Chi Minh City Ring Road 4 project, according to delegate Pham Van Hoa (Dong Thap delegation), the construction of additional parallel roads (public investment) will make it difficult for Ring Road 4 to collect tolls. Because people choose parallel roads to avoid paying tolls.

“I am from Ho Chi Minh City to My Thuan, if I go by toll-free road, there are many cars and a lot of people. But the Trung Luong to My Thuan expressway has tolls so there are few cars,” Mr. Hoa cited and suggested considering building a parallel road with Ho Chi Minh City’s Ring Road 4.

According to delegate Tran Van Tien (Vinh Phuc delegation), the total investment has not mentioned the investment capital of 47.95 km of Binh Duong province. According to him, when calculating the capital invested by Binh Duong province, the total investment and financial plan will change greatly, so further consideration is needed.

"The project has not clarified whether to collect BOT fees on the entire 207.26 km route or only within 159.31 km. If tolls are collected on the entire route, it is necessary to calculate the total investment including the investment capital of Binh Duong province," Mr. Tien said.

At the end of the session, Minister of Construction Tran Hong Minh said that the Bien Hoa - Vung Tau expressway project was built and completed according to the assigned plan. It is likely to be completed by December 31, with the overall completion 6 months ahead of schedule.

Explaining further about the adjustment of the total investment, Mr. Minh said that the additional 3,000 billion VND was due to compensation costs for site clearance in both Dong Nai and Ba Ria Vung Tau.

“Due to the survey process to make investment policy from 2019, but construction will only start in 2023, applying new time and new price for site clearance. That is why there are differences,” said Mr. Minh.

In addition, the project to create a traffic intersection in the Ba Ria - Vung Tau section must compensate for site clearance, costing more than 800 billion VND plus construction costs.

Regarding Ho Chi Minh City Ring Road 4, the Minister of Construction reassured delegates not to worry about investment capital.

"Investors like Becamex of Binh Duong have already come in, so there is no need to worry about funding," said the Minister of Construction, affirming that construction will also ensure sand materials.

According to calculations, the amount of sand from Long An, Tien Giang and some neighboring provinces will ensure sufficient conditions to supply for Ring Road 4. The 50 km section through Binh Duong is currently being deployed.

Quy Nhon - Pleiku Expressway Project with a length of 125 km, 4-lane scale, total investment of about 43,734 billion VND, of which site clearance cost is 4,894 billion VND, construction and equipment cost is 30,879 billion VND.

Ho Chi Minh City Ring Road 4 Project, about 159 km long, 4-lane scale, preliminary total investment of 120,413 billion VND, of which site clearance cost is 41,041 billion VND, construction and equipment cost is about 55,589 billion VND, of which Binh Duong section is an independent separate investment.

Adjusting the investment policy for the Bien Hoa - Vung Tau expressway project, phase 1, about 54 km long, 4 lanes, the preliminary total investment after adjustment increased from 17,837 billion VND to 21,551 billion VND, of which the cost of site clearance increased by about 3,714 billion VND.
