Tricks to monopolize user trust

The network security system has just recorded two suspected scam phone numbers: 0765011538 (displayed name “EHUYENTRANG”) and 0782359439 (displayed name “CT LUATQTVN”).
Phone numbers displaying the name "EHUYENTRANG" often call to offer loan packages with low interest rates and simple procedures. They demonstrate their understanding of your personal information to create trust, making you think they are employees of a reputable financial institution. The ultimate goal is to collect sensitive information such as citizen identification number (CCCD), bank account information, or ask you to transfer an amount of money in advance to "process the application".
Others display the name "CT LUATQTVN" claiming to be the tax agency. The scammers use a serious tone to inform you of tax-related issues, such as fictitious tax debts, administrative violations, or request updates from you. While they may not immediately ask for personal information, the use of a legal name combined with a mobile phone number is a tactic to gain trust, thereby leading you into further scams.
How to protect yourself
The National Cyber Security Monitoring Center (NCSC) - Department of Information Security (ATTT) - Ministry of Information and Communications said that in case of being forced to use online loans, in order to avoid falling into increasingly sophisticated online financial fraud traps, people need to research and choose reputable service providers and lending applications, fully displaying information such as: Company name, business registration number, address, specific policies on loan interest rates (early repayment, late payment...), contract form, responsibilities of the subjects participating in the transaction... In particular, do not let the lender access personal accounts and phone contacts.
The Hanoi Tax Department also affirmed that it does not authorize any organization or individual outside the tax sector to collect taxes on its behalf. At the same time, it warned taxpayers that when receiving such calls, they should contact the tax authority directly through official channels to receive support to avoid being taken advantage of by scammers.
The Hanoi Tax Department recommends and requests that taxpayers, upon receiving messages, should carefully check the content, not rush to reply or follow the instructions in the message. Taxpayers should also note that the official website of the tax authority uses the “https” protocol and the Vietnamese national domain name “.vn”. (For example: The Hanoi Tax Department website has the domain name: https://www.hanoi.gdt.gov.vn)
In cases of receiving messages, conversations on social networking platforms and calls with signs of fraud, taxpayers need to save evidence such as messages or call recordings, report to the telecommunications enterprise managing the subscriber to request handling, and at the same time provide available evidence to the competent authorities of the Ministry of Public Security and the nearest tax authority to request handling of the violations of the subjects according to the provisions of law.

Mr. Vu Ngoc Son, Head of Technology Research, National Cyber Security Association (NCA), said that high-tech criminals are exploiting gaps in awareness of people and businesses. We need to strengthen community education and apply more advanced fraud detection tools. He also recommended improving legal capacity and international coordination to deal with criminal organizations using high technology.
When receiving a missed call from an unknown number, many people often have the habit of calling back to check. However, this seemingly harmless action sometimes makes the subscriber become a victim of "pickpocketing" scams.
Previously, users could paste a phone number into the Facebook search box to look up information using the friend suggestion feature. However, Facebook has now removed this feature. Instead, you can use other tools to identify the unknown number that just called.
One popular choice is Truecaller, a widely used spam and scam call blocking app. Truecaller has a huge database that allows it to display caller information even if the phone number is not saved in the contact list. This makes it easy for users to identify a scam number before deciding whether to pick up or call back. The app is available on both Android and iOS.
In addition, users can reverse lookup phone numbers through the Whitepages service. Since 2020, Whitepages no longer discloses personal information for security reasons, but still displays data related to the business that owns the phone number. This service also provides statistics on search frequency, the number of reports of fraud or harassment related to the phone number, giving users more grounds to be vigilant.
According to the representative of the Telecommunications Department, when receiving spam calls or calls with signs of fraud, people are requested to stay calm and report to number 156 in two ways: Send a message or call number 156. Specifically:
Method 1: Send a message (free) to number 156 including:
+ For spam messages: S (Phone number - source of spread) (content of feedback) send to 156 (or 5656).
+ For calls with signs of spam: V (Phone number - source) (reported content) send to 156 (or 5656)
+ For calls with signs of fraud: LD (Phone number - source of spread) (content of reflection) send to 156 (or 5656).
- Method 2: Call 156 (telecommunications companies will apply free calls) to provide information (about the phone number that just made the call showing signs of spam calls, calls showing signs of fraud, cite some related content;...) according to the instructions of the customer care department of the network operators.
