The centralized water supply station of Hong Thai Dong - Hong Thai Tay commune (Dong Trieu city) managed by the Center for Rural Water Supply and Environmental Sanitation was invested and built in 2016 with a loan from the World Bank (Pfor Program). The station has a capacity of 2,300m3 /day and night; the total length of the water supply pipeline is 90km, providing clean water to the two communes of Hong Thai Dong and Hong Thai Tay.
After nearly 10 years of use, the water pipeline system is leaking, the water filtration equipment and pumps are not working effectively. In addition, because water is taken from the Da Bac River, it depends a lot on natural conditions, affected by salinity when high tides invade during the dry months. The current level 2 stations do not have reservoirs, sedimentation, or filters, so when the water is salty, they have to pump sparingly, causing a lack of pumping pressure, unable to push it to high, remote areas.
Vinh Thai village (Hong Thai Dong commune) currently has 361 households, of which about 80% have access to clean water. However, there are still nearly 90 households that, although having a pipeline system installed, have not yet reached their homes, causing many difficulties in daily life. Not to mention that in the dry season, this water source is often contaminated with salt, affecting the daily lives of people in the village. Mr. Dao Van Thang (Vinh Thai village) said: Due to the remote location, the amount of water provided is very little and not enough for use, my family and some households have to buy water at high prices, or make their own rainwater pipeline system for use. We hope that the government will pay attention to overcoming this situation.
Because many projects were invested in before 2010, the water price is low, so there is not enough funding for regular repairs, maintenance, and upkeep, while the demand for clean water of the people is increasing, leading to a shortage of domestic water in many residential areas in the province. It is worth mentioning that the current management model of the rural water and environmental sanitation center is no longer suitable, according to the province's policy, it will be dissolved, so the handover of assets from centralized water supply projects invested by the Pfor Program is facing many difficulties.
Ms. Vuong Thi Thuy, Vice Chairwoman of Thuy An Ward People's Committee (Dong Trieu City) said: The Provincial People's Committee has decided to transfer the clean water asset structure to the ward and commune for management. However, the receiving agency only receives the handover of the asset infrastructure profile, the clean water infrastructure does not have legal documents on land, laws on clean water production and business for the Ward People's Committee to manage and use according to regulations. We request that the competent authority give comments and guidance on this content.
In Quang Yen town, since 2015, people in Song Khoai and Hiep Hoa communes have been using clean water from Song Khoai and Hiep Hoa clean water stations managed by the Center for Rural Water Supply and Environmental Sanitation. However, the infrastructure of the water stations has deteriorated and has not been invested in for renovation.
Song Khoai Water Plant was built in 2009 with old and outdated technology. Currently, the actual exploitation capacity has exceeded 130% of the design capacity, because the plant initially served only 6 villages, but is currently supplying water to 9 villages. Meanwhile, Hiep Hoa Water Plant, although providing water relatively stably, has a small reservoir. During the rainy season, the water in the reservoir still has high turbidity, affecting the quality of the input water. With the increasing demand for clean water, some households in the commune are still lacking domestic water.
Receiving voters' recommendations, the Provincial People's Committee has issued a document on the transfer of clean water infrastructure assets, accordingly, the unit receiving the assets transfers them to the People's Committees of communes and wards for management. After handing over and receiving clean water infrastructure assets, the unit handing over and receiving the assets accounts for the decrease and increase of assets according to the current accounting regime; registers the ownership and use rights of the assets according to the provisions of law.
