That was the request of comrade Nguyen Van Thang, member of the Party Central Committee, Minister of Transport , Permanent Vice Chairman of the National Traffic Safety Committee when chairing the national online conference to review the work of ensuring traffic order and safety in the first quarter and deploy directions and tasks for the second quarter of 2024, which took place on the morning of April 24.
Attending the conference at Lao Cai province were comrade Nguyen Trong Hai, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, Deputy Head of the Provincial Traffic Safety Committee; leaders of a number of departments, branches and localities. .


The number of people killed in traffic accidents nationwide has decreased sharply.
In the first quarter of 2024, the number of deaths from traffic accidents continued to be contained and decreased compared to the same period in 2023 (a decrease of 484 deaths, equivalent to -15.1%). However, the number of traffic accidents and the number of people injured in traffic accidents tended to increase (an increase of 1,194 cases, equivalent to +22.3%; an increase of 1,847 injured people, equivalent to +54.3%).

The national traffic police force has inspected and handled more than 1 million cases of violations of traffic order and safety on roads, railways and inland waterways, fined more than 2 trillion VND, revoked 206,468 driving licenses, certificates and professional certificates; and temporarily detained 373,545 vehicles of all kinds. Compared to the same period in 2023, the number of cases handled increased by 285,135 (+38.01%), and the fine increased by 675 billion 396.4 million VND (+49.44%).
The Transport sector continues to pay attention to innovation and timely adjustment of traffic organization; proactively review, detect, and at the same time receive recommendations from the traffic police force, local authorities, the press and people to thoroughly handle black spots and potential traffic accident spots, especially on key national highways and steep mountain passes.


At the conference, delegates focused on discussing, pointing out the causes of traffic disorder and safety and proposed solutions to reduce traffic accidents in the coming time.
In the first quarter, there were 47 traffic accidents and collisions in Lao Cai province, killing 23 people and injuring 38 people, compared to the same period in 2023, an increase of 13 cases (38%), an increase of 11 deaths (92%), and an increase of 1 injury (3%). The reason for the increase in traffic accidents is due to the poor awareness of some people when participating in traffic; violations of road traffic corridors and encroachment on roads and sidewalks still occur; the roads in the province are mainly grade IV and V mountainous roads, with narrow road widths, winding roads, many steep passes, frequent rain, slippery roads, and fog causing limited visibility, posing a great risk of accidents...
In addition to the achieved results, the work of ensuring traffic order and safety in the first quarter of 2024 still has some shortcomings and limitations. There have been a number of particularly serious traffic accidents, killing and injuring many people; violations of road and railway traffic safety corridors have not been handled promptly; traffic congestion continues on key highways and national highways...
Resolutely and synchronously deploy solutions to ensure traffic order and safety


To ensure traffic order and safety in the second quarter of 2024, the National Traffic Safety Committee requires all levels, sectors and localities to resolutely implement solutions to reduce traffic accidents. Accordingly, the Ministry of Transport continues to carry out specialized inspections and examinations of the transport sector according to plan and on an ad hoc basis, focusing on the following contents: Inspection of compliance with legal regulations on training, testing, and issuance of road licenses; business, business conditions for transport by car and operation of passenger car stations; management work.
The Ministry of Public Security directed the traffic police force to continue to strongly innovate methods of patrolling, controlling, and handling violations of traffic order and safety...
The Ministry of Education and Training continues to deploy and summarize the program "Traffic safety for tomorrow's smiles" for middle school and high school students; the program "Traffic safety for children's smiles" for primary school students; the program "I love Vietnam" for preschool children in the 2023-2024 school year.

Concluding the conference, Comrade Nguyen Van Thang, Minister of Transport, Permanent Vice Chairman of the National Traffic Safety Committee, proposed that in the second quarter of 2024, ministries and branches should receive and study opinions and recommendations from localities related to ensuring traffic order and safety; and completing infrastructure on expressways.
Strengthen solutions to ensure traffic safety for children and students; strictly handle parents who let their children drive vehicles when they are not qualified.
Authorities need to strengthen control and impose fines on violations by motorcyclists. Because motorbikes are still the main means of transportation, accounting for 80-90% of traffic on the road, improving the behavior of motorcyclists will certainly help reduce traffic accidents in the future.
The press agencies continue to accompany the Traffic Safety Committee and Traffic Safety Boards of provinces and cities to propagate, disseminate education, and raise people's awareness when participating in traffic.
In particular, agencies, units and localities must deploy drastic and synchronous solutions to ensure traffic order and safety during the upcoming April 30 - May 1 holidays. Localities must urgently prepare and immediately deploy solutions according to their functions and tasks, especially solutions for typical and recurring problems during holidays, such as: Carrying too many people, driving at night, driving past the prescribed time, speeding... Minister Nguyen Van Thang requested.
The Minister said that the Government has just issued Decree 41/2024 amending and supplementing a number of articles of the Decrees related to the management of automobile transport activities, automobile driver training services and driver testing services, which will take effect from June 1, 2024. In the second quarter of 2024, the National Assembly is expected to review and pass the Road Law and the Road Traffic Safety Law (RTS), which are the two most important draft laws in ensuring RTS, and the authorities need to be ready to ensure the comprehensive implementation of the Law.
