42,000 billion VND needed to develop rooftop solar power in the 2026-2030 period

According to the Ministry of Industry and Trade, to develop rooftop solar power in households, the estimated budget needed is about 42,000 billion VND for the period 2026-2030.

On August 20, the Ministry of Industry and Trade posted a draft Decision of the Prime Minister on policies to support households installing rooftop solar power (self-production, self-consumption and electricity storage systems).

At the same time, the Ministry of Industry and Trade has also completed a summary of comments and received and explained comments from relevant agencies, ministries, branches and localities regarding this policy.

In the new draft, one of the issues of concern is the financial mechanism. The initial proposal proposed a fixed support level of VND500,000/kWp, up to VND2.5 million/household for rooftop solar power installation.

However, many opinions say that this level is too low, cannot keep up with inflation, and is difficult to motivate people to invest. The Ministry of Finance and the State Bank are also concerned that the loan interest compensation mechanism will burden the budget and pose potential risks when implemented.

On that basis, the Ministry of Industry and Trade has adjusted the draft: increasing the support level to 1-1.5 million VND/kWp; at the same time, adding support for the power storage system (BESS) of about 1-1.5 million VND/kWh. The draft stipulates a preferential loan package of 4 million VND/kWp for projects under 5kWp, proposing a mechanism for commercial banks to directly lend according to the interest rate framework issued by the State Bank instead of the State subsidizing the interest rate. This design aims to reduce budget pressure, increase feasibility and transparency in implementation.

According to calculations in the draft, the total budget for developing rooftop solar power (including loans and support) is expected to be about VND42,000 billion in the 2026-2030 period, with each province being allocated an average of VND250 billion per year.

The Ministry of Industry and Trade affirmed that the rooftop solar power support policy is a dual solution: both reducing the pressure on electricity supply in the context of high demand and encouraging households to participate in developing renewable energy in a self-sufficient direction.

However, when consulting with relevant agencies, units, ministries, branches, and localities, many opinions said that even if the support level is increased to 1-1.5 million VND/kWp, this number is still not really attractive enough to encourage households to boldly invest in rooftop solar power, especially when equipment and installation costs tend to increase with the market.

Some experts noted that if preferential credit is implemented through commercial banks without a suitable guarantee mechanism, people may have difficulty accessing capital. The representative of the Ministry of Finance suggested carefully considering the budget impact, avoiding the situation of placing a financial burden on the State in the long term.
