Communes and wards of Thanh Hoa province basically completed giving Independence Day gifts to the people.

(Baothanhhoa.vn) - Implementing the direction of the Politburo, Resolution No. 263/NQ-CP dated August 29, 2025 of the Government, Decision No. 1867/QD-TTg dated August 29, 2025 of the Prime Minister and the direction of the Provincial People's Committee, communes and wards in Thanh Hoa province have actively organized the giving of gifts to people on the occasion of the 80th anniversary of the August Revolution and National Day September 2. Today (September 1), many localities continued to mobilize forces, establish working groups, and deliver gifts to people quickly and promptly.

Previously, the Prime Minister issued Official Dispatch No. 149/CD-TTg dated August 28, 2025 on giving gifts to people on the occasion of the 80th anniversary of the August Revolution and National Day September 2.

On August 29, 2025, the Government issued Resolution No. 263/NQ-CP on giving gifts to people on the occasion of the 80th anniversary of the August Revolution and National Day September 2. According to the Resolution, 100,000 VND/person, in cash, will be given to Vietnamese citizens and people of Vietnamese origin whose nationality has not been determined but who have been granted a certificate of identity residing in Vietnam and have been collected, updated, and given a personal identification number in the National Population Database, established by the end of August 30, 2025.

Gift giving form:

• Give gifts once per permanent household, the amount of money for each household is determined for each person in the household according to national population data; the head of household (or a family member legally authorized by the head of household) receives the gift on behalf of each person according to the list and is responsible for delivering the gift to the members of the household. In case the citizen does not have a permanent residence, the gift is given directly to each citizen or to the person authorized by the citizen.

• Gift giving is done through social security accounts on the Electronic Identification Application - VNeID (in case of an integrated account); or directly in cash (in case of no account) at payment points organized by the locality, ensuring timeliness, safety and efficiency.

The payment period is from August 31, 2025 to September 1, 2025; in certain cases, the recipient may receive the gift after this period, but no later than September 15, 2025.

♦ In Xuan Thai commune, the gift distribution to the people has been basically completed.

According to the review, 4,386 people in the commune received Independence Day gifts. Previously, Xuan Thai commune conducted a general review of all residents in the area; at the same time, 10 working groups were established to directly give money to the people.

♦ In Nhu Thanh commune , according to the review, 25,284 people received gifts on Independence Day.

To make gift giving quick, timely, public and transparent, the commune has established a Joint Steering Committee and 17 Working Groups directly in charge of gift giving points.

During the implementation process, cadres, civil servants of the Commune People's Committee, mass organizations, Party cell secretaries, and village heads closely coordinated and guided people to receive gifts at the correct time and location.

♦ In Tan Dan ward , it is expected that 22 thousand people will receive Independence Day gifts before 5:00 p.m. today. Currently, the work of giving gifts to the people is being urgently implemented, according to plan.

The ward has arranged 20 gift distribution points in 20 residential groups, starting from 7:00 a.m. on September 1. By 12:00 noon on the same day, the ward had completed providing gifts to about 70% of households.

Tan Dan Ward expects to complete giving gifts to the people by 5:00 p.m. on September 1.

At the distribution points, the work was carried out scientifically , thoughtfully, ensuring the right subjects, creating an exciting atmosphere among the people.

♦ In Quang Chieu commune , to deliver gifts quickly and promptly, a Joint Steering Group and 4 Working Groups were established to directly deliver gifts to more than 6,000 people in the area.

This is a mountainous commune with a scattered population and difficult roads. The People's Committee of the commune has mobilized all its forces to go to the area to distribute gifts to the people. In cases of the elderly, those living alone, and those with difficulty in traveling, officials have come to their homes to give gifts.

♦ In Thanh Ky commune , as of 11:00 a.m. on September 1, all 12,534 people had received gifts on the occasion of National Day, September 2.

Previously, to ensure the gift giving is public, transparent, targeted and timely, the commune has established a Joint Steering Group and 14 Working Groups in charge of the villages, to carry out the work of reviewing, guiding and giving gifts to the people. In addition, the Commune People's Committee has increased its forces to households in difficult circumstances, policy families, and lonely elderly people to hand them directly to the people.

♦ In Xuan Du commune, the gift giving to the people has been basically completed.

According to the review, in Xuan Du commune, there are 22,202 people who received Independence Day gifts. During the implementation process, Xuan Du commune officials, civil servants, organizations, party cell secretaries, and village heads closely coordinated and guided people to receive gifts at the right time and place. In the case of elderly, single people, and people with difficulty in traveling, officials came to deliver gifts to their homes.

♦ In Nga An commune , by this morning, the gift distribution to the people has been basically completed. People expressed their excitement at the attention of the Party, State and local government when they received gifts for the first time on the occasion of National Day, September 2.

Previously, from the afternoon and evening of August 31, Nga An commune simultaneously organized gift distribution to people at 27 village cultural houses. With 24,951 people, the amount of money distributed was 2.4951 billion VND.

Implementing the direction of the Party Committee and the People's Committee of the commune, departments, branches and organizations have mobilized forces and closely coordinated to ensure that the payment work takes place smoothly, safely, to the right subjects and in accordance with regulations. In particular, the commune has increased its forces to go to the households of policy families, the elderly and the lonely to give gifts to the people.

♦ In Tan Thanh commune , as of 11:00 a.m. on September 1, all 12,864 people had received gifts on the occasion of National Day, September 2.

Previously, to effectively implement the Party and State's policies, the Commune People's Committee established 18 working groups to distribute gifts in 18 villages. The working groups worked overtime and in the evenings to quickly and promptly deliver gifts to the people.

In addition, the People's Committee of the commune increased its forces to reach households in difficult circumstances, policy families, and lonely elderly people to deliver directly to the people.

On the morning of September 1, Tan Thanh commune completed giving gifts to people.

♦ In Vinh Loc commune , on the morning of September 1, many people were present at 40 village and neighborhood cultural houses to complete the procedures to receive gifts.

Before that, the commune had made careful preparations, clearly assigning people and tasks according to the motto "correct, sufficient, timely" to pay gifts to people. In the case of the elderly, the lonely, and those with difficulty in traveling, officials came to deliver gifts to their homes.

Vinh Loc commune has over 40,000 people, the gift distribution is expected to be completed today.

♦ In Tan Ninh commune , this morning 10 working groups continued to work to give gifts to people before Independence Day, September 2.

According to the review, the whole commune has 27,418 people receiving gifts on this occasion. In order for people to receive their Independence Day gifts soon, the commune's working groups worked all night on August 31. By this morning, the gift distribution to the people was basically completed.

♦ In Yen Ninh commune , as of 10:00 a.m. on September 1, the locality has basically completed the organization of gift distribution to all people with an amount of more than 2,344 billion VND.

According to the review, the commune has nearly 4 thousand people, mainly Mong ethnic people. The People's Committee of the commune has established 6 working groups to distribute gifts at the cultural houses of the villages, ensuring the right recipients, publicity and transparency.

♦ In Tho Lap commune , thanks to careful preparation and clear assignment of people and tasks, from early morning on September 1, at the village cultural houses, many people came to receive gifts with an excited atmosphere.

According to the Decision of the Provincial People's Committee, Tho Lap commune has an estimated budget of nearly 2.7 billion VND. During the implementation process, Tho Lap commune officials and civil servants, along with organizations, Party cell secretaries, and village heads, closely coordinated and guided people to receive gifts at the correct time and place; the commune police force arranged to ensure security and order, creating favorable conditions for the people.

♦ In Thieu Hoa commune , on the morning of September 1, the commune distributed gifts to 48,634 citizens in the area.

Payment is made in two forms: via the VNeID application and directly in cash at 36 payment points in villages and neighborhoods.

The commune mobilized commune officials, police, and local security forces to coordinate closely, ensuring quick, urgent, timely, thoughtful, and transparent procedures according to regulations, without omissions or duplication. The elderly, the lonely, and those with difficulty in traveling were delivered to their homes by officials.

The atmosphere at the payment points was bustling and warm, people were excited and expressed their gratitude for the attention of the Party and State.

♦ In Ngoc Son ward , since this morning, gift distribution points in 37 residential groups have simultaneously welcomed people to receive gifts on the occasion of the 80th anniversary of the August Revolution and National Day September 2.

According to the plan, all nearly 48,000 people of the ward will receive cash gifts at the rate of 100,000 VND/person, the distribution will be completed within the day.

It is expected that the gift distribution work in Ngoc Son ward will be completed today (September 1).

The gift distribution is organized by forces to ensure safety, publicity and transparency. Representatives of the People's Council, the Fatherland Front and socio-political organizations participate in supervision.

♦ In the mountainous commune of Yen Thang , the distribution of gifts to all the people in the area has been carried out since yesterday afternoon, August 31. Today, the cultural houses of the villages and hamlets continued to welcome a large number of people to receive gifts.

As a commune with a large area, scattered population, many villages far from the center, and difficult roads, the People's Committee of the commune mobilized the maximum force of cadres, civil servants, police, along with the Party cell secretary, village chief, and village and hamlet front work committee to directly participate in distributing gifts to the people.

♦ In Yen Nhan commune - one of the localities heavily affected by storm No. 5 and the floods after the storm, Mr. Quach The Thuan, Chairman of the Commune People's Committee said: The whole commune has 5,500 people. Up to now, 4/6 villages are distributing gifts at cultural houses and evacuation points for the people.

Particularly, My and Khong villages, with 2,500 people, cannot be deployed due to unsafe flood conditions.

From the night of August 31 to this morning, September 1, heavy rain continued in Yen Nhan commune; landslides still occurred on National Highway 47. "If the weather is favorable on the afternoon of September 1, the commune will deploy teams to evacuation points to deliver gifts directly to the people. This is a great source of encouragement from the Party and the State," said Mr. Thuan.
