Nhu Y riverside walking street is completing the final stages of the project.

The Hue City Water Environment Improvement Project (DA) has a total investment capital of more than VND 5,100 billion, of which the ODA loan from the Japanese Government is more than VND 4,435 billion, the remaining VND 667 billion is local counterpart capital. Phase 1 of the project was implemented in 11 wards in the southern area of ​​Hue City (now Thuan Hoa District) from August 2015 and was completed in 2020. From the remaining capital of the project, the investor has been implementing 6 construction packages, with 12 construction items in Thuan Hoa District and An Van Duong New Urban Area.

After a period of suspension, when funding was re-granted, the project to renovate the sidewalk, water supply and drainage system of Pham Van Dong Street and the project to re-start the walking street along the Nhu Y River invested by the Hue City Water Environment Improvement Project Management Board (HUPEMB) has recently restarted.

According to the reporter, at the Pham Van Dong Street expansion project, the construction unit is currently completing the final items. In some sections, workers are scraping, filling soil, building median strips and asphalt pavement, completing sidewalks, and installing lighting.

The Pham Van Dong road expansion project started in July 2023 and is expected to be completed in June 2024 with an investment of VND 152 billion from Japanese ODA capital. However, the project's progress did not meet the set plan due to funding difficulties, forcing the project to stop construction. According to the design, the road will be upgraded and widened to 36m (the current road surface and sidewalk before expansion is 24m), the designed load capacity of the surface meets the standards, suitable for 4 lanes of motor vehicles and 2 lanes of non-motor vehicles. According to the Project Management Board, the expansion and renovation of Pham Van Dong road not only creates a highlight for Hue city, but also plays a connecting role in promoting inter-regional socio -economic development.

Similarly, the Nhu Y riverside walking path project, extending from Da Dam to Van Duong bridge, was implemented from July 2023 and is expected to be completed and put into use in June 2024. The project is being implemented by the consortium of contractors Thuy Loi Hue - 568 on a length of 1.6km with a total cost of more than VND 260 billion. To date, the contractor has resumed construction and basically completed the main items of the project.

Mr. Nguyen Thanh Tuan Anh, Director of the Hue City Water Environment Improvement Project Management Board, said that the project's loan agreement has expired since June 30, 2024. Due to the sharp decrease in the JPY exchange rate, after disbursing all ODA capital (including the capital transferred from the remaining consulting costs and the loan agreement's reserve), the total capital shortage is about 249 billion VND, including construction, equipment and consulting services. In order to have a basis to continue implementing the remaining work items of the project from the local budget, the project management board has carried out procedures to adjust the investment policy and the project.

Accordingly, the Project Management Board proposes to adjust the project implementation time to December 31, 2025 to carry out the remaining tasks, including: Construction of items, acceptance, issuance of acceptance certificates; inspection, confirmation of completed volume and notification of errors, contract warranty, contract settlement. To continue implementing and completing the project, it is necessary to arrange additional local budget.

According to Mr. Nguyen Thanh Tuan Anh, for the projects to expand Pham Van Dong Street and the Nhu Y River walking street, the reason for the slow progress is that the loan capital agreement has expired, the Japanese ODA capital of the project has been fully disbursed, using local capital instead of ODA capital to implement the remaining items, so the time to carry out these procedures is prolonged. However, currently, the city has arranged enough capital, but is still short of more than 200 billion VND for these projects, so the capital problem has been basically resolved. According to the adjusted schedule, the Project Management Board strives to complete the above two key projects in August 2025, meeting the set progress requirements.
