Provincial People's Council committees met to review draft resolutions submitted to the first thematic session.

On the afternoon of July 23, the Provincial People's Council committees held a meeting to review the draft resolutions submitted to the first thematic session of the 19th Provincial People's Council. Attending the meeting were comrade Le Thi Thanh Tra, member of the Provincial Party Committee, Vice Chairwoman of the Provincial People's Council.

At the meeting, delegates focused on discussing the draft Resolution of the Provincial People's Council on the Socio -Economic Development Plan, ensuring national defense and security in 2025. This is a resolution of special importance, built on the basis of development results in the first 6 months of 2025 and the first year after the province's arrangement and merger.

Delegates highly agreed on the general goals, main targets and key tasks and solutions for socio-economic development and strengthening national defense and security in the province by 2025.

Comrade Hung Thi Giang, Head of the Culture - Social Committee of the Provincial People's Council chaired the discussion at the meeting.

Participating in the discussion, some delegates proposed to focus on propaganda and dissemination of legal education to the grassroots level; recommend supplementing the electricity system and telecommunications network in low-lying areas, especially remote areas, ethnic minority areas to ensure living conditions and access to information for people; promptly determine the target and number of tourists as a basis for developing infrastructure, services, and promoting the local image.

Opinions also suggested supplementing facilities to serve the activities of commune-level authorities after the arrangement, ensuring adequate working conditions, receiving people and serving people effectively...

The provincial People's Council committees also reviewed 10 important draft resolutions to be submitted at the first thematic session of the 19th Provincial People's Council, including: Assigning state budget revenue estimates, local budget expenditures and provincial budget allocation plans in 2025; Regulations on decentralization of state budget revenue sources, local budget expenditure tasks and percentage (%) of revenue sharing between provincial budgets and commune-level budgets in the province in 2025; Regulations on policies to support travel and working conditions for cadres, civil servants, public employees and employees of agencies and organizations in administrative units to arrange work at the administrative centers of provincial-level administrative units in Tuyen Quang province when implementing administrative unit arrangement; Decision on the medium-term public investment plan for local budget capital for the period 2021 - 2025, Tuyen Quang province (after arrangement); Decide on the 2025 local budget public investment plan, Tuyen Quang province (after rearrangement); Assign the Provincial People's Committee to decide on adjusting the medium-term and annual public investment plan of the district level to the medium-term and annual public investment plan of the provincial budget or the medium-term and annual public investment plan of the commune budget; Adjust the policy of converting forest use purposes to other purposes to implement 02 projects in the transport sector in Tuyen Quang province; Approve the number of labor contracts performing professional and technical work according to Decree No. 111/2022 of the Government for public service units in the education sector and public service units in the health sector in 2025 with regular expenditures guaranteed by the State in Tuyen Quang province; Temporarily approve the total number of civil servant positions in state administrative agencies and organizations in Tuyen Quang province in 2025 after the province's merger; Temporarily approve the total number of employees in public service units and Association organizations of Tuyen Quang province in 2025 after the province's merger.

The thorough discussion and comprehensive examination of the draft resolutions by the delegates at the meeting is an important preparation step, ensuring that the decisions presented at the upcoming thematic session of the Provincial People's Council are highly feasible, in line with the requirements of socio-economic development and strengthening national defense and security in the new period.
