Before implementing the 2-level local government, regulations on excellent teacher competitions were implemented according to Circular 22 issued in 2019.
Accordingly, the competition will be held at 3 levels: school, district and province. The cycle is held every 2 years at school and district levels and every 4 years at provincial level.
However, the abolition of the district level from the 2025-2026 school year will lead to the elimination of the district-level excellent teacher competition. Similarly, the abolition of the district-level excellent student competition will be replaced by a commune-level excellent teacher competition and a commune-level excellent student competition.
At the seminar on the organization and management of commune-level education after reorganization and merger, many commune-level education managers expressed concerns about how to organize the above-mentioned exams and competitions in localities with only one school at each level.

Ms. Phan Thi Viet Ha - Department of Culture and Society of Au Co ward, Phu Tho province - asked the Minister of Education and Training : "With a commune having only one school, how can we hold a competition for excellent students and excellent teachers at the commune level when there are only students and teachers from that school?"
Minister Nguyen Kim Son did not directly answer the question but cited Ho Chi Minh City's approach, which is to organize inter-commune and ward clusters to implement emulation movements.
Director of the Department of Education and Training Tran The Cuong also said that Hanoi will do the same. Although there is no longer a Department of Education and Training, Hanoi plans to organize the emulation movement according to clusters with the same division of cluster boundaries as the previous district boundaries.
A representative of the Department of Education and Training of Ninh Binh province requested the Ministry to issue a document guiding the implementation of nationwide uniformity in dividing competition clusters as Hanoi and Ho Chi Minh City plan to implement in the next school year.
In 46 questions from localities sent to the Ministry requesting answers related to state management of education when implementing two-level local government, the Department of Education and Training of Quang Ngai province also requested the Ministry to provide specific instructions and regulations on the maximum number of candidates for the excellent student team of each province after the merger.
Current regulations allow each provincial national excellent student team in each subject to have a maximum of 10 candidates (except Hanoi and Ho Chi Minh City which have 20 candidates/team/subject).
However, when merging 2-3 provinces into 1, each province will have 2-3 specialized schools, whether the number of students in each provincial team will be increased accordingly or not is something that the Departments of Education and Training are waiting for instructions from the Ministry.
Speaking at the seminar, Minister Nguyen Kim Son commented that the role of the commune level in educational management has changed from before, the direct impact is greater than the previous district level and therefore the responsibility is also heavier.
Therefore, focusing on supporting the commune level to overcome difficulties is an urgent issue that needs to be focused on. The Ministry emphasizes the initiative of localities, especially in training and sending teachers to support education managers during this transition period.
