Strictly implementing the signed coordination regulations, BSR and Quang Ngai Provincial Police have proactively developed and deployed many synchronous and effective solutions, contributing to ensuring absolute security and safety for Dung Quat Oil Refinery - an important project related to national security. In the context of the complicated situation in the world, region and the country, maintaining stable security and safety for the Refinery is of special importance, not only for BSR's production and business activities but also for national energy security.
One of the great advantages of ensuring security and safety in recent times is the close attention and direction of the Government, the Ministry of Public Security , the Department of Economic Security, the People's Committee of Quang Ngai province and the Vietnam National Energy and Industry Group. At the same time, the close coordination and effective support of the local police and border guards, and especially the commitment and high determination of BSR's leaders, together with the active and responsible participation of all BSR officers and employees, have created a combined strength to help the Factory operate stably and safely.
However, the report at the Conference also pointed out many risks and challenges that always exist, such as the risk of terrorism, sabotage, illegal intrusion into key projects at sea, intelligence activities, internal connections, property theft, causing disorder, bringing prohibited items into the factory; land disputes and complaints from the people; drone intrusion; risk of fire, explosion, oil spills and environmental incidents. Violations of the protection corridor of marine projects, illegal fishing near dangerous areas, were also identified as potential risks that require high vigilance and timely and drastic solutions.
In the first 6 months of 2025, the security and safety situation at the Factory was absolutely maintained. There were no work-related accidents, environmental incidents, fires or security incidents. This is the result of proactive and drastic implementation of a series of synchronous solutions from process improvement, resource allocation, technology investment, training, inspection and supervision, and close coordination with functional forces.
Regarding the document system, BSR has updated the anti-terrorism plan according to Decision No. 06/QD-BSR dated April 24, 2025, organized a workshop to update the security plan and adjusted 19 environmental safety procedures. At the same time, the internal security management process (BSR-HSE-PRO-015) has also been updated automatically.
In the field of technology, BSR is promoting digital transformation, replacing the entire analog camera system with IP... Notably, the access control system using facial recognition has been installed at all gates, aiming to completely replace card swipes by the end of 2025. The company also designed a Security Monitoring Center that integrates all scattered camera stations into a unified block, expected to be operational by the end of this year.
At the same time, BSR put into operation the Safety Training and Coaching Center and deployed the use of digital sub-factors for safety, environment and security work. Security inspection and supervision were strictly implemented with more than 8,300 controlled personnel records, more than 1,200 managed material transportation plans and nearly 223,000 vehicle safety condition checks.
The security force organized more than 6,300 patrols and inspections, including 180 by management, and 168 safety inspections at the construction site. Security patrols were carried out both inside and outside the Factory, on land and at sea. In particular, the authorities promptly detected and chased away fishermen who violated the protection corridors of port areas, and handled drifting objects.
Coordination with authorities has also been a bright spot in the past 6 months. The provincial police have deployed permanent staff at the factory to support the control of security and order. BSR regularly exchanges information with the Economic Security Department, organizes periodic meetings with the Dung Quat Oil Refinery Target Protection Police, Dung Quat Port Border Guard and PVS Company. In April 2025, BSR held a conference on security and safety with the participation of the Economic Security Department, the provincial police and related parties.
In addition, BSR promoted drills and exercises with 12 security situations and 75 level I fire prevention and fighting drills. Propaganda work was focused on with many propaganda sessions in Ly Son, 4 sessions for employees and 5 sessions for contractors; using various forms from distributing leaflets, signing commitments to concentrated propaganda and household-level propaganda.
To continue to ensure absolute security and safety for the Factory in the coming time, BSR has set specific goals for 2025 such as: maintaining no occupational accidents, fires, explosions, environmental violations and security incidents; strictly implementing legal regulations related to key projects; continuing to ensure security and order in the Factory expansion and upgrading project area and the protection corridor; completing the construction of the Safety and Security Monitoring Center; digitizing 100% of environmental safety work and applying AI in management; raising legal awareness in the community around the Factory. In particular, an important milestone is organizing a conference to summarize 10 years of implementing Coordination Regulation No. 02 between BSR and the Provincial Police.
At the Conference, BSR representatives proposed a number of important recommendations to the Quang Ngai Provincial Police to enhance the effectiveness of coordination to ensure security and safety for Dung Quat Oil Refinery in the coming time. Specifically, BSR hopes that the Provincial Police will continue to pay attention to and support the implementation of tasks to ensure security and order for the entire area of the Refinery, especially in the context of increasing risks of illegal intrusion by drones. Another urgent issue is to request the Provincial Police to coordinate to thoroughly handle the situation of people encroaching on the protection corridor and hindering the implementation of the Refinery upgrade and expansion project.
Speaking at the conference, Director of Dung Quat Refinery Cao Tuan Si emphasized: The conference is not only an opportunity to look back on the cooperation over the past 6 months but also an opportunity to look forward to comprehensive cooperation in the coming time. With the sense of responsibility, initiative and solidarity between BSR and the police force, the work of ensuring security and safety for Dung Quat Refinery will continue to be maintained, creating a solid foundation for stable production and business activities and sustainable development of BSR.
Mr. Cao Tuan Si affirmed that in the context that the Factory is implementing many important items such as expansion and upgrading projects, digital transformation strategies, technology investment and innovation center development, ensuring security and safety becomes even more vital. He hopes that the coordination between BSR and Quang Ngai Provincial Police will be continuously improved, accompanying the enterprise in all situations, for the goal of sustainable development and maintaining the leading role in the national petrochemical refining sector.
With the sense of responsibility, initiative and solidarity between the enterprise and the police force, the work of ensuring security and safety for Dung Quat Oil Refinery will continue to be maintained, creating a solid foundation for stable production and business activities and sustainable development of BSR.
