Strengthening the "spiritual foundation of society"

Culture is closely linked to the survival of the nation - "as long as culture exists, the nation exists", therefore, when discussing the guiding and guiding role of culture in the development of the country, President Ho Chi Minh affirmed: "Culture must light the way for the nation to go"!

Vietnamese culture in general, and our national cultural identity in particular, is the crystallization of lasting values, the quintessence that has been deposited and cultivated over thousands of years of history. That culture is expressed through the depth of the patriotic tradition that has been sublimated into ideals and principles of life; in the will to be self-reliant, the spirit of solidarity; in compassion, tolerance, respect for love and affection, diligence, creativity in work, sophistication in behavior, and simplicity in lifestyle. At the same time, it is expressed through the intellectual height of the Vietnamese people, reflected in the huge and valuable treasure of tangible and intangible cultural heritage.

Culture makes up the soul of the nation. Therefore, since its inception, our Party has always paid attention to and promoted the role of culture in the development of the country. In 1943, with the birth of the Outline on Vietnamese Culture, our Party pointed out three basic principles of Vietnamese culture: "national", "scientific", "mass". Since then, many important resolutions on culture have been issued, to convey a meaningful message about the role of culture as an endogenous resource for development. A typical example is the Resolution of the 5th Central Committee, Session VIII (1998) on "Building and developing an advanced Vietnamese culture imbued with national identity", which affirmed that "Culture is the spiritual foundation of society, both the goal and the driving force for socio -economic development".

After 15 years of implementing Resolution 5 of the Central Committee, based on the practical requirements of national development, in 2014, the Party continued to issue Resolution No. 33-NQ/TW, dated June 9, 2014 of the 11th Central Committee on building and developing Vietnamese culture and people to meet the requirements of sustainable national development. The Resolution emphasized the goal: "Building a comprehensively developed Vietnamese culture and people, aiming at truth - goodness - beauty, imbued with national spirit, humanity, democracy and science . Culture truly becomes a solid spiritual foundation of society, an important endogenous strength to ensure sustainable development and firmly protect the Fatherland for the goal of a rich people, a strong country, democracy, fairness and civilization". It can be said that with the promulgation of Resolution No. 33-NQ/TW, the role of culture in the sustainable development of the country is further affirmed.

Thanh Hoa - a land rich in historical traditions and a "cradle of the country's heritage". The "basic" land is the birthplace of many feudal dynasties, leaving a strong mark on the history of the nation. This is also the land that gave birth to many civil servants, military generals, and talented people who have made their homeland and country famous. This place used to be the cradle of mankind and many cultures, the most brilliant of which is the Dong Son culture. It is also this rich history and culture that has forged a rich and diverse Thanh culture, with hundreds of valuable tangible cultural heritages that have been ranked at various levels and unique intangible cultural heritages, adding to the treasure of advanced Vietnamese culture, imbued with national identity.

Imbued with the teachings of President Ho Chi Minh and thoroughly grasping the viewpoints and orientations of our Party on building and developing culture, over the past 10 years, Thanh Hoa province has been focusing resources on cultural development, while promoting cultural values to serve socio-economic development. In particular, in the spirit of Resolution No. 33-NQ/TW, Thanh Hoa aims to build and develop Thanh Hoa culture and people comprehensively, towards the values of Truth, Goodness, Beauty, rich in Thanh Hoa culture. At the same time, perfecting the standards of Thanh Hoa cultural values and people on the basis of the system of Vietnamese cultural values and people. Building a healthy, civilized and synchronous cultural environment from within the family, school and society, within the political system and enterprises. Perfecting the system of cultural institutions and institutions; Improve the quality of cultural activities so that Thanh Hoa culture and people are truly important endogenous resources for the development of Thanh Hoa province.

On that basis, many practical activities to build Thanh Hoa people to develop comprehensively, associated with the implementation of Resolution No. 33/NQ-TW, have been and are being deployed by localities and integrated into the movements "Building cultural families"; "Model citizens"; "Exemplary grandparents and parents, filial children and grandchildren"; "Building civilized urban areas, friendly citizens"; "Building a style of teachers, friendly schools, active students"; Project "Propaganda, education of ethics and lifestyle in Vietnamese families"; Campaign "All people exercise following the example of great Uncle Ho"...

Along with that, the work of preserving and promoting the value of cultural heritage continues to be a focus in the direction and administration of Party committees and authorities at all levels. The Provincial People's Committee has issued a plan to preserve and promote the sustainable value of Vietnamese cultural heritage in Thanh Hoa province, period 2022-2025; a plan to preserve, restore, and prevent degradation of historical and cultural relics in Thanh Hoa province, period 2022-2025; a plan to survey and evaluate the possibility of building a scientific dossier of Con Moong Cave relic to nominate UNESCO for inclusion in the World Heritage List; the Project "Preserving the language, writing, and costumes of ethnic minorities in Thanh Hoa province"... Many relics have been restored, restored, and embellished and are becoming tourist, research, and learning destinations for many visitors. Typical examples include Lam Kinh relics, Ho Dynasty Citadel, Ba Trieu Temple, Trieu Tuong mausoleum... At the same time, many traditional festivals, games, and folk performances have been restored, contributing to enriching the spiritual and cultural life of the people.

In particular, the mobilization of resources to invest in completing the system of cultural institutions and works is focused on. Currently, the province has 567 cultural and sports institutions and works (including 5 provincial-level works, 20 district-level works, 542/559 communes with cultural - sports centers or multi-purpose halls). In particular, the Provincial People's Committee issued Decision No. 4794/QD-UBND dated December 31, 2022 on approving the Project "Building and developing grassroots cultural and sports institutions in Thanh Hoa province by 2030", planning to allocate resources for the development of the cultural institution system of about VND 8,202.355 billion. In the period of 2022-2025 alone, it is expected to allocate about VND 5,176.185 billion from the budgets at all levels and socialization for this work. Completing cultural institutions, especially key cultural works, not only contributes to improving the quality of cultural enjoyment of the people; but also creates architectural and landscape highlights for the socio-economic appearance of localities.

Culture is created, nurtured, preserved and passed down through generations of Vietnamese people. At the same time, it has a great endogenous power that when analyzing the focus, motivation and purpose of development, people cannot help but look to culture. For that reason, in the development of Thanh Hoa province now and in the future, it is impossible not to put culture on par with economy, politics and society, in order to create an important pillar for sustainable development.
