(Chinhphu.vn) - On June 23, the working delegation of the Ministry of Education and Training (MOET) led by Minister Nguyen Kim Son had a working session with the leaders of Thai Binh province on preparations for the 2025 High School Graduation Exam. Before that, the delegation inspected the exam preparation at Nguyen Duc Canh High School - one of the main testing sites and the province's essay grading site.

Attending the meeting were Secretary of Thai Binh Provincial Party Committee Nguyen Khac Than, Chairman of the Provincial People's Committee Nguyen Manh Hung, representatives of specialized units under the Ministry of Education and Training , the Ministry of Public Security and leaders of local departments and branches.

Thai Binh Province: Careful, synchronous and on-schedule preparation

Reporting at the meeting, Director of the Department of Education and Training of Thai Binh Nguyen Ngoc Ha said that this year, the whole province has 24,318 candidates registered to take the high school graduation exam, an increase of nearly 1,600 students compared to 2024. Of which, 23,931 candidates took the exam according to the 2018 General Education Program, 387 candidates re-took the exam according to the 2006 program. The province arranged 37 exam sites with 1,041 exam rooms, 51 waiting rooms, 37 spare rooms; mobilized nearly 3,000 officers and teachers to perform exam duties and more than 780 people from the police, medical , electricity, and mass organizations to ensure exam safety.

The Department of Education and Training has issued full documents guiding the organization of the exam, established the Examination Council, organized training on regulations for all participating forces, and increased propaganda at all educational institutions. The reception of documents and review of candidate information were carried out seriously and accurately. Schools completed the school year program before May 25, developed a realistic review plan, and organized two mock exams for nearly 24,000 12th graders.

Facilities at the testing sites have been fully prepared and are safe. Printing, transporting, and storing exam papers and test papers are carried out in accordance with regulations, with 24/7 supervision. The grading plan has also been carefully developed. In particular, support for candidates is emphasized, ensuring that no candidate has to drop out of the exam due to difficult conditions.

At the meeting, representatives of the Department of Quality Management (Ministry of Education and Training), Department A03 (Ministry of Public Security) reminded the province to continue to strengthen communication, prevent risks due to bad weather, organize in-depth training for exam invigilators, and strengthen security at key stages such as transporting and preserving exam papers.

Organizing exams in special contexts with many new requirements

Concluding the meeting, Minister Nguyen Kim Son highly appreciated the proactive spirit and thorough preparation of Thai Binh province, especially the participation of the entire political system. According to the Minister, this year's exam has many special features: This is the first exam for students studying under the 2018 General Education Program; at the same time, the exam is still held for candidates under the 2006 program who have not yet graduated. The exam takes place in the context that the whole country is streamlining the local government apparatus, restructuring the inspection system and the police force at the provincial and district levels.

Emphasizing the high requirements for discipline and unity, the Minister requested localities to thoroughly grasp the motto "4 rights - 3 noes - 2 enhancements": Correct regulations, correct procedures, correct people, correct timing; no subjectivity, no pressure, no arbitrary handling of incidents; enhancing the capacity and responsibility of exam officials and enhancing the compliance awareness of candidates.

“When teaching in class, you can be creative. But when proctoring exams, you must follow the regulations. If there are any problems, you must ask the Steering Committee immediately, do not hide them, and do not try to handle them yourself,” the Minister emphasized. In particular, the head of the education sector noted the spirit of “strictness”: “If violations are discovered, they must be dealt with strictly, without leniency.”

Teachers have adapted to the new, candidates are ready.

Before working with the Provincial People's Committee, Minister Nguyen Kim Son and the delegation inspected the actual preparation work at Nguyen Duc Canh High School. The school has 810 candidates taking the exam with 35 exam rooms. Principal Bui Anh Tuan said that the school has organized 2 mock exams close to the real exam; developed a review plan by topic; organized separate support classes for weak students.

Reporting to the Minister, Ms. Pham Hai Yen, a teacher at the school, said: “We have been fully trained on new points such as exam codes, registration numbers, exam invigilation procedures, etc., so we are very confident in implementing it.” In response to a question about the change in the Literature exam to not use materials from textbooks, another teacher shared: “This is a necessary change to develop students’ abilities. Teachers have adjusted their teaching methods early on, and now both teachers and students are ready.”

Also within the framework of the working session, Minister Nguyen Kim Son requested Thai Binh province to continue to prepare well for the new school year 2025-2026, in which it is important to maintain the current status of educational institutions during the process of restructuring the apparatus; reasonably arrange civil servants in charge of education at the commune level; evaluate the implementation process of the 2018 General Education Program; and at the same time prepare the necessary conditions to implement the Law on Teachers , especially the content of decentralizing educational management between the provincial and commune levels.
