The content of the "Commune-level Local Government" Handbook is designed in a practical, clear and specific manner, specifying responsibilities, tasks, powers, working relationships and handling of situations arising at the grassroots level, ensuring unity and effectiveness in organization and implementation.
The "Commune-level Local Government" Handbook is divided into six main parts, each focusing on important aspects of the organization and operation of commune-level government.
Part 1: General issues on local government at the commune level, introduction to the organization of administrative units at the commune level (commune, ward, special zone), principles of organization and operation, as well as the position and functions of the People's Council and People's Committee.
Part 2: Commune-level People's Council, clearly states the tasks, powers, organizational structure and operations of the People's Council, including the Standing Committee of the People's Council, Committees and People's Council delegates.
Part 3: People's Committee at commune level, presents the tasks, powers, organizational structure and operations of the People's Committee, along with the leadership role of the Chairman of the People's Committee.
Part 4: Commune-level People's Council delegates describe the standards, duties and powers of commune-level People's Council delegates, including the responsibility of representing the will and aspirations of the people and performing supervision.
Part 5: Coordination and management mechanism, emphasizing the coordination between the People's Council and the People's Committee, the role of the Chairman of the People's Committee and the application of technology in management.
Part 6: Highlights of the Law on Organization of Local Government 2025, focusing on the two-level government model (province and commune), clear decentralization and delegation of power, and strengthening the autonomy of commune-level governments.
In addition, the handbook also includes an Appendix providing a list of 28 decrees and legal documents related to decentralization and delegation of power in state management fields.
According to the Ministry of Home Affairs , in the context that our country is actively implementing a two-level local government organization model (provincial and communal levels), enhancing the effectiveness and efficiency of communal-level governments as a level of government close to the people, directly organizing the implementation of policies and laws and solving problems of people and businesses, providing basic and essential public services, in order to promote the initiative and creativity of the grassroots level is an urgent requirement.
On June 16, 2025, the National Assembly issued the Law on Organization of Local Government No. 72/2025/QH15. The Government and competent authorities have issued Decrees and guiding documents to implement the two-level local government model, including many regulations on comprehensive innovation in the organization of the apparatus, division of tasks, powers, as well as the operation of commune-level governments.
Based on practical needs, the book "Handbook on organization and operation of local government at commune level" was compiled (in paper and electronic versions) to provide systematic, complete and easily accessible information for commune-level cadres and civil servants in implementing the Law on Organization of Local Government in 2025 and related new legal documents.
