Conference overview.
In the first 6 months of 2025, the Party Committee and the Provincial Military Command closely followed the resolutions, directives and orders on military and defense tasks of the Party Committee, the Military Region 4 Command, the Provincial Party Committee and the Border Guard Command; actively and proactively advised local Party committees and authorities to lead and direct the effective implementation of local military , defense and border tasks, many tasks were completed well and excellently.
Maintain strict combat readiness (SSCĐ) regime, coordinate to maintain political security, firmly protect national border security, social order and safety, create favorable conditions for local socio-economic development. Advise and direct the preparation and organization of merger, dissolution, and arrangement of local military agencies after organizing 2-level local government to ensure strict compliance with regulations of the Ministry of National Defense .
Successfully complete the task of selecting and calling citizens to join the army in 2025; organize training and testing of "3 explosions" of new soldiers with good results and absolute safety. Closely monitor and direct the construction of combat works in the province. Organize and seriously implement directives and resolutions of all levels on dissolving and consolidating Party committees at all levels and establishing Party Committees, Executive Committees, Standing Committees, Secretaries and Deputy Secretaries of the Party Committees of the Border Guard Command (CBBP) and Regional Defense Commands (CHPTKV).
Directing grassroots Party committees to do a good job of preparing to successfully organize the Party Congress of the Party Cell and Party Committee for the term. Ensuring good logistics, technical and financial work for the tasks; strengthening military foreign affairs. Agencies and units are absolutely safe.

At the conference, delegates discussed and pointed out the shortcomings and limitations in the first 6 months of 2025, and at the same time proposed directions and key tasks in implementing tasks in the last 6 months of the year.
In particular, continue to advise on building a national defense foundation, a national defense posture associated with a people's security posture, and building a solid defense area. Advise on performing well the state management function on national defense and border defense and deploy the development of the Militia and Self-Defense Forces and Civil Defense Projects, period 2026-2030.
Improve the quality of forecasting and assessing the situation, maintain strict combat readiness; advise on timely and effective handling of situations that arise, and avoid being passive or surprised.
Effectively carry out Party and political work, pay more attention to the Army and Army rear policies. Prepare well and organize the 15th Provincial Military Party Congress, term 2025-2030, in accordance with procedures and principles; organize well the activities to celebrate the 80th anniversary of the Provincial Armed Forces' Traditional Day (August 24, 1945 - August 24, 2025), the 80th anniversary of the Military Region 4's Traditional Day (October 15, 1945 - October 15, 2025), the 80th anniversary of the August Revolution and National Day September 2, etc.
At the conference, authorized by the Ministry of National Defense and Military Region 4, the Party Committee and the Provincial Military Command awarded Certificates of Merit to 11 collectives and 16 individuals with outstanding achievements in the emulation movement "Determined to Win".
