The Politburo works with the Standing Committees of the Hanoi Party Committee and the Ho Chi Minh City Party Committee.

On August 21, at the Party Central Committee Headquarters, the Politburo chaired by General Secretary To Lam had a working session with the Standing Committee of the Hanoi Party Committee and the Standing Committee of the Ho Chi Minh City Party Committee.

The meeting aimed to give opinions on draft documents and personnel plans for the Party Committee to be submitted to the Congress of Delegates of the Hanoi Party Committee and the Ho Chi Minh City Party Committee for the 2025-2030 term.

Attending the meeting were representatives of leaders of a number of central agencies and leaders of a number of departments, branches and sectors of the two cities.

In his opening speech, General Secretary To Lam emphasized that the Politburo worked with the Standing Committee of the Hanoi Party Committee and the Standing Committee of the Ho Chi Minh City Party Committee based on the role and importance of the two localities to the whole country, with the aim of carefully preparing documents and personnel to submit to the congress, ensuring that the vision and development orientation are met in the context of the new situation with many changes in development space, resources and motivation for Hanoi and Ho Chi Minh City to develop commensurate with the role, position, potential and strengths of each locality and the whole country.

At the working session, after listening to representatives of the Standing Committee of the Hanoi Party Committee and the Standing Committee of the Ho Chi Minh City Party Committee report on draft documents and personnel plans for the 2025-2030 term, reports on receiving and explaining comments from central departments, ministries and branches, Politburo members gave their opinions, focusing on emphasizing solutions to completely resolve the limitations, shortcomings and development bottlenecks of the two cities; at the same time, suggesting and supplementing orientations on tasks, solutions, leadership methods, experiences and new approaches in leadership and direction of the two cities in the 2025-2030 term and vision to 2045.

Concluding the working session, General Secretary To Lam acknowledged and highly appreciated the important results achieved by the Hanoi Party Committee and the Ho Chi Minh City Party Committee during the 2020-2025 term. The General Secretary highly appreciated the preparation of congress documents that had been carried out methodically, scientifically and thoroughly by the two Party Committees.

Regarding the direction and tasks for the 2025-2030 term, General Secretary To Lam suggested that the Hanoi Party Committee and the Ho Chi Minh City Party Committee deeply recognize the particularly important position and role of the capital and Ho Chi Minh City to fully understand the attention and facilitation of the Central Government in terms of mechanisms, policies and outstanding resources, to clearly see the responsibility to the whole country.

The General Secretary hopes that, along with the goal of rapid and sustainable development, Hanoi needs to focus on promoting the unique cultural values ​​of the thousand-year-old capital, the heroic capital, the "Capital of conscience and human dignity"; building elegant, civilized, modern, and humane Hanoians. Hanoi must be a typical political and cultural center of the whole country, building the image of the capital as "green - smart - worth living - attractive both domestically and internationally".

For Ho Chi Minh City, the General Secretary requested establishing a new growth model based on science, technology, innovation, digital transformation; developing a knowledge-based, creative economy with high added value to become a civilized, modern urban area, a center for innovation and development, dynamic, integrated, leading in the cause of industrialization and modernization of the country, continuing to be the economic "locomotive" of the whole country, with a prominent position in the Southeast Asian region.

“By 2045, Ho Chi Minh City will become a city on par with major cities in the world; an economic, financial and tourism center of Asia; a globally attractive destination, where the economy, culture and society develop uniquely and sustainably, with a high quality of life and deep international integration; among the top 100 global cities, becoming a typical socialist city of Vietnam,” General Secretary To Lam stated.

General Secretary To Lam emphasized the requirement to build the capital Hanoi and Ho Chi Minh City into orderly, disciplined, safe and healthy cities; and as secure and safe destinations in the world.

The General Secretary requested the Hanoi Party Committee and the Ho Chi Minh City Party Committee to absorb the opinions of the Politburo members; comments from departments, ministries and branches to complete the content of the document, successfully organize the Party Congress for the 2025-2030 term; at the same time, focus on building an action program to implement the congress resolution, with appropriate task groups, solutions, and a feasible roadmap; ensure the successful implementation of the congress' goals and targets, and soon put the resolution into practice.

He also hoped that the two cities would well implement the orientations and directions of the Central Committee, the Politburo, and the Secretariat in the new era; seize opportunities, overcome challenges, and successfully implement the two-level local government model, for the whole country, and together with the whole country, develop prosperously and well.
