Speaking at the opening of the Congress, Party Secretary and Chairman of the Board of Directors of BIDV Phan Duc Tu emphasized that the 2020-2025 term is a special period, a challenging period for the Party Committee and the entire BIDV system to demonstrate intelligence, courage, and solidarity; demonstrate BIDV's character and cultural traditions; the ability to withstand and overcome all difficulties... to excellently complete all tasks assigned by the Party, the Government, and the State Bank, creating momentum and strength for the new development period. The entire Party Committee has united, unanimously, and focused on leading the comprehensive and outstanding implementation of the Resolution of the 14th Congress on both aspects: Party building and implementation of political tasks...
The political report of the BIDV Party Executive Committee for the 2020-2025 term presented at the Congress affirmed the comprehensive results of the Party Committee in the past term, emphasizing that the quality of political, ideological and ethical education; organization and personnel work; inspection, supervision and party discipline work; mass mobilization work and leadership of trade union and youth union organizations... have been constantly improved; the Party Committee's leadership methods have also been practically and effectively innovated. Thereby contributing to building a clean and strong Party Committee; the political mettle, leadership capacity and fighting strength of each Party organization, cadre and party member have been gradually enhanced.
In carrying out its political tasks, BIDV Party Committee has led the system to successfully complete its business tasks for the 2020-2025 period. By March 31, 2025, BIDV's total assets reached more than VND 2.8 million billion, making it the commercial bank with the largest total assets in Vietnam; capital mobilization reached more than VND 2.17 million billion; outstanding credit balance reached more than VND 2.07 million billion; leading the market in providing credit for green projects with a total outstanding balance of nearly VND 81,000 billion...
The structural, efficiency and operational safety indicators all met and exceeded the plan. BIDV continues to be in the top of Vietnam in corporate income tax payment with more than 33,000 billion VND in the period 2020-2024...
BIDV has made breakthroughs in comprehensive transformation in all aspects of operation: organizational model, resource management; retail and wholesale activities; green transformation; digital transformation and technology application, system operation; developing corporate culture, creative learning culture, risk control culture...
In particular, BIDV Party Committee has also led the entire system to focus on two breakthroughs: human resources and technology to create endogenous strength, sparking innovation, creativity and high adaptability to all changes of the times.

Promoting its position as a key commercial bank, leading in implementing the national monetary policy, BIDV annually provides millions of billions of VND in credit to the economy, focusing on priority areas, growth drivers, major economic programs, and high-impact infrastructure projects, ensuring major balances of the economy; actively and responsibly participating in the open market; contributing to reducing and stabilizing interest rates and exchange rates; actively supporting businesses and people to overcome difficulties through adjusting interest rates, debt restructuring, fee exemptions, etc. In the period of 2020-2024, BIDV has reduced more than 34,000 billion VND in income to lower interest rates to support customers; participating in supporting weak banks...
Seriously implementing the Government's policy on improving the business environment, BIDV has streamlined nearly 350 processes in all areas, creating an important basis for digitalization, saving resources, improving productivity, operational efficiency and capacity to serve the economy...
BIDV also actively consults and proposes many management mechanisms in the fields of economics, banking and finance; builds technological solutions to meet new regulations... Besides, BIDV also actively connects and participates in many investment promotion forums to support regional and local economic development, bank-enterprise connection programs...
The Congress assessed that after 40 years of implementing the renovation process, Vietnam's foundation, potential, position and international prestige have been increasingly enhanced; Our Party has determined that the Country has entered a new era of development: the era of the Nation's rise. The Party and the State have carried out reforms to streamline the apparatus and political system; continued to implement 3 strategic breakthroughs in institutions, human resources and infrastructure; together with 4 fundamental pillars: science and technology development, innovation, digital transformation; private economic development; international economic integration; comprehensive innovation in law-making and enforcement are creating historic opportunities for the strong development of the Country in the new period.
On the basis of grasping the development trends of the Country and the banking industry, promoting the achievements of the 68-year journey of construction, growth and 5 years of implementing the Resolution of the 14th Party Congress, the Party Committee and the entire BIDV system proactively welcome new opportunities, determined to accelerate the transition to the "take-off" stage, in line with the trend of the times and the new development requirements of the Country.
The Congress has identified the general goal for the 2025-2030 period as: "Improving leadership capacity, building a clean and strong BIDV Party Committee; ensuring the comprehensive leadership role of the Party Committee and grassroots party organizations; building BIDV into a leading "Big-Strong-Green" bank in Southeast Asia; in the TOP 100 Asian banks. Vision by 2045, in the TOP 50 Asian banks; pioneering in implementing social responsibility, serving the community; actively contributing with the whole country to enter a new era of development - the era of rich, prosperous, civilized and prosperous development of the Nation".
To realize that strategic goal, the Congress identified 6 key tasks covering all aspects of activities, including: Strengthening the building of a clean and strong Party Committee, government and socio-political organizations... Strongly innovating and improving the leadership methods of the Party Committee; perfecting the organizational structure and improving operational efficiency... Proactively researching and anticipating market fluctuations to build and effectively deploy response scenarios... Building, perfecting and developing BIDV's Ecosystem in a practical and effective direction... Continuing to promote the culture of learning and innovation, developing corporate culture... Strengthening innovation and creativity; strongly applying information technology and implementing comprehensive digital transformation in all aspects of operations...
The Congress also identified three breakthroughs: Perfecting institutions and doing business based on technology platforms; accelerating the transformation of business models and organizational apparatus towards leanness, efficiency and effectiveness... Focusing on improving the quality of party members and workers to meet development requirements in the new period... Promoting the application of science and technology, innovation, digital transformation...
On the basis of the Resolution of the Congress, with determination, solidarity and great efforts, the Party Committee and the entire BIDV system will continue to successfully complete the identified goals and tasks, creating a solid foundation for sustainable and prosperous development; continue to affirm its position as a key commercial bank in the economy, an effective tool of the Party and State in implementing the national monetary policy and increasingly serving the cause of building the Country in the "era of striving for strong, prosperous, civilized and prosperous development".
Many creative and unique ways
Speaking at the Congress, Deputy Prime Minister Nguyen Hoa Binh highly appreciated BIDV's serious and thoughtful preparations for the Congress. BIDV Party Committee successfully organized the Congress of 636 affiliated Party cells; 251 grassroots Party Committees and today organized the 15th Party Congress of the entire BIDV System. The Congress was broadcast live on BIDV's internal communication applications to more than 260 domestic and foreign locations, a dynamic way to spread the enthusiasm, confidence and spirit of the Congress to all Party members in the entire Party Committee.

After listening to the Political Report, the Executive Committee's Review Report, the Summary Report on comments on documents, accessing the Congress's discussions and monitoring the practical activities of the BIDV Party Committee, the Deputy Prime Minister basically agreed with the assessment of the performance results for the 2020-2025 term and the viewpoints, goals, targets, tasks and solutions for the 2025-2030 term.
It can be affirmed that the period of 2020-2025 in the context of many fluctuations in the world and domestic situation is a difficult and unpredictable period, but under the leadership of the Party, the Government, the Central Committees, ministries, branches, the State Bank of Vietnam, BIDV Party Committee has focused its intelligence and resources with many creative and unique ways to implement solutions, measures, and breakthroughs, successfully completing the Resolution of the 14th BIDV Party Congress.
Accordingly, BIDV Party Committee has synchronously, comprehensively and outstandingly completed the goals and targets of the term on both aspects, which are Party building and implementing political tasks. The Party Committee has well implemented the resolutions and instructions of higher levels, continuously innovated the leadership and activities of the Party Committee, built a clean and strong Party Committee, and well performed the Party Committee's comprehensive leadership role in the operations of the BIDV System.
In 5 years, BIDV's total assets have nearly doubled (reaching 2.7 million billion VND), the largest in the Vietnamese banking industry; the structure has changed positively; credit quality is controlled according to targets; business efficiency has tripled (profit in 2020 reached 9,026 billion; in 2024 reached 31,985 billion), financial capacity has been improved, technological capacity and competitiveness have been enhanced; institutions, brands and corporate culture have developed strongly; the quantity, quality and quality of human resources have been enhanced; the material and spiritual life and professional development opportunities of staff have been constantly improved; State capital at BIDV has been continuously developed and enriched by business efficiency; it is one of the 10 enterprises paying the largest income tax in the country.
At the same time, BIDV has performed well in social security and community responsibility; demonstrated the role and responsibility of a large-scale, key, and leading state-owned commercial bank in the market; is a tool of the Party, Government, and State Bank of Vietnam in implementing monetary policy, ensuring macro balances, regional development; serving large-scale socio-economic development programs and projects such as transport infrastructure, telecommunications, energy, digital infrastructure, etc.
Emphasizing that the achievements of BIDV Party Committee in the past term are very proud, demonstrating the spirit of solidarity, responsibility, creativity, and efforts that have created the stature, appearance, prestige, and image of the BIDV System today; consolidating trust, creating a new foundation of position and strength, which is an important premise for BIDV to confidently enter the new term, new era, on behalf of the Government Party Committee, Permanent Deputy Prime Minister Nguyen Hoa Binh warmly congratulated, commended, and recognized the great achievements that BIDV Party Committee and the entire BIDV System have achieved in the past time.
Besides affirming the achievements, the Permanent Deputy Prime Minister said that the Congress needs to frankly acknowledge, evaluate, analyze, and clarify the limitations and shortcomings in the past term, as stated in the Political Report and the review report of the Executive Committee.
Specifically, BIDV has the largest scale in the industry but its profit is not the highest; its charter capital, financial capacity, and capital safety ratio are low compared to the market (while its total assets are the largest); its operating efficiency is not uniform among units and regions; it has proactively implemented the streamlining and transformation program but some contents are still slow. The quality of activities of some Party cells and Party committees is not high, not meeting the requirements of the tasks; some subordinate Party committees have not really paid attention to Party building work, have not performed well the pioneering role and exemplary responsibility.
From there, the Deputy Prime Minister suggested that BIDV needs to continue analyzing and clarifying the causes, drawing lessons to soon have solutions to overcome the problem and hopes to be able to overcome it in the first year of the next term.

According to Deputy Prime Minister Nguyen Hoa Binh, the 15th BIDV Party Congress for the 2025-2030 term takes place at a time when the country is entering a new era with high political determination and is vigorously implementing many breakthrough solutions, namely: The revolution of reforming the organizational apparatus, the political system to be efficient, effective and effective; developing science and technology, innovation, creativity and digital transformation; developing the private economy; enhancing the independence and autonomy of the economy, proactively and effectively integrating with the world economy... These are important strategic orientations, creating historic opportunities for the socio-economic development of the country, the development of the banking industry and BIDV.
In that context, with the rapid and unpredictable changes and the great impacts of the world's socio-economic situation, with the current resources, role and position of BIDV, Deputy Prime Minister Nguyen Hoa Binh requested BIDV to research, analyze, predict and set out goals, tasks and solutions to build BIDV into a large-scale, efficient and internationally competitive state-owned commercial bank.
In this spirit, the First Deputy Prime Minister noted, suggested and emphasized 5 contents:
Firstly, cadres, party members and employees in the BIDV system need to be aware of the role and responsibility of party members and cadres in state-owned enterprises in the face of the development requirements and great opportunities of the country, to change their thinking, way of thinking, way of doing; overcome limitations and shortcomings; seize opportunities, renew old motivations, seek new development motivations; improve working capacity, dedication in each position, each job position... to build a strong BIDV, to fulfill the role of each party member, each cadre and employee of state-owned enterprises in the new development era of the Nation.
Second, closely following the Party Congress Resolution, building and implementing BIDV's development strategy for the period 2025-2030, with a vision to 2045, focusing on banking modernization solutions; improving financial capacity, operational efficiency, governance; transparency associated with ensuring safety in operations; providing many convenient products and services for people and businesses. The bank has high technology content; diversifying and improving credit quality, directing credit to production and business sectors, priority sectors, promoting green credit, green banking; enhancing research and innovation in digital transformation; developing human resources proficient in technology; continuing to promote traditional corporate cultural values.
Third, BIDV needs to continue to perform well the role of a state-owned commercial bank: Leading the market; being active, proactive and pioneering in implementing policies of the Party, Government, and State Bank of Vietnam; taking advantage of its network, reputation and international relations, mobilizing many capital sources to serve economic development; implementing many credit programs for large, fundamental projects with spillover effects and positive influence in the economy; actively participating in stabilizing and developing the financial market, securities, digital finance, financial centers in Da Nang and Ho Chi Minh City...; implementing well social security programs and community responsibility.
Fourth, as a large commercial bank, BIDV needs to continue to strengthen its research, analysis, forecasting capacity, and make the most of its database in banking operations, improve the quality of building and implementing strategies, business plans, and decisions in internal banking management. At the same time, strengthen research, consulting, and policy review activities to help the Government, ministries, branches, and agencies have a multi-dimensional perspective in building and implementing economic-financial-banking development policies.
Fifth, continue to innovate leadership methods, build a clean and strong Party organization; effectively handle the task of comprehensive, direct and absolute leadership of the Party organization over all global activities such as BIDV's, create a model for managing state-owned enterprises with foreign shareholders, foreign board members and executives, operating according to market principles and standards of public companies listed on the stock market.
Stating that one of the important tasks of the Congress is to participate in the draft documents of the 14th National Party Congress and the documents of the Government Party Committee, elect the Executive Committee of the BIDV Party Committee for the 15th tenure and elect the Delegation to attend the 1st National Party Congress, the First Deputy Prime Minister requested the Congress to promote the sense of responsibility, focus on intelligence, discuss democratically to make profound, creative and intellectual contributions to the draft documents. Especially the contents related to macro policies, resource mobilization, and the development of a strong and sustainable national financial and banking system.
The personnel plan for the XV Party Committee and the Delegation to attend the 1st Government Party Congress has been carefully prepared, in accordance with regulations and approved. The First Deputy Prime Minister believes that with the spirit of solidarity and high political responsibility, the Congress will democratically and wisely select comrades who meet the conditions, standards and capabilities, who are the center of solidarity, the core of leadership, and are worthy of representing the will and aspirations of the BIDV Party Committee to be elected to the Executive Committee of the XV BIDV Party Committee and the Delegation of the BIDV Party Committee to attend the 1st Government Party Congress.
