Emergency arrest of two loan sharks

The Criminal Police Department - Dak Lak Provincial Police has just issued an emergency arrest warrant for Tran Ngoc Cong (born 1993, residing in Hoa Phu commune) and Nguyen Thi Huong (born 1999, residing in Ea Hiao commune) to investigate the act of lending at high interest rates in civil transactions.

According to the initial investigation, from July 2024, Cong had the idea of ​​lending money to others in installments with high interest rates to make illegal profits. The subject often went to markets and crowded places to find borrowers, or asked friends and relatives for referrals. After verifying the ability to repay the debt, Cong asked for a loan paper to be written, kept personal documents, and when the deadline came, used many tricks to pressure the debt collection.

Because of her relationship with Cong, Huong was asked to record and keep loan books to serve the purpose of reconciliation, collecting money and concealing her actions.

Initial verification results show that from July 2024 to present, Cong has lent a total of more than 720 million VND to 8 people in the province with interest rates ranging from 243% to over 300%/year (5 times higher than the regulations of the Civil Code). The amount of interest that Cong illegally collected is more than 130 million VND.
