SOCIAL INSURANCE REGION XXVI: Creative, effective, sustainable social insurance development

Spread the spirit of patriotic emulation

According to Mr. Phan Ngoc Luan, Deputy Director of Social Insurance Region XXVI, in the period of 2021-2025, the regional Social Insurance has effectively organized and implemented patriotic emulation movements launched by the central government, the province and the industry, striving to excellently complete the assigned targets and tasks.

As of June 2025, the regional Social Insurance has mobilized and developed 225,436 people to participate in social insurance; the number of people participating in health insurance reached nearly 2.64 million people, the health insurance coverage rate reached over 91% of the population. The work of reviewing and approving applications for social insurance and unemployment insurance benefits is always carried out fully and promptly, ensuring the provisions of the law, with the fastest and most convenient reformed administrative procedures, ensuring the rights of workers.

The implementation of the health insurance policy has been effectively and synchronously implemented with many solutions, strictly controlled, optimizing the efficiency of the use of the health insurance fund, ensuring correct and sufficient spending, timely serving medical examination and treatment activities and ensuring the rights of participants.

In addition, administrative procedure reform is always focused on and promoted. Administrative procedures are regularly reviewed, simplified, and minimized in terms of processes, procedures, documents, forms, records, and implementation time. The unit also effectively applies digital technology , amends business processes to reduce costs, and creates maximum convenience for people and businesses when transacting with the Social Insurance agency.

I call on all officials and employees to promote the spirit of solidarity, unity and consensus; closely follow reality, strive to compete to excellently complete assigned tasks, build the Social Insurance of Region XXVI increasingly modern and professional, meeting the satisfaction of people and businesses; practically contribute to the whole country to successfully implement the socio-economic development goals and tasks in 2025 and the following years.

Movements such as: "The whole country joins hands to build new rural areas", "For the poor - No one is left behind", "Cadres, civil servants, and public employees compete to practice office culture"... in the two provinces of Phu Yen and Dak Lak have been widely and effectively deployed, contributing significantly to the completion of the set political tasks. The total mobilized and supported budget is more than 3.8 billion VND, of which the mobilized and supported budget from socialized sources is more than 2.3 billion VND and mobilized and supported in kind, building houses, electricity, roads, schools, stations from other sources is more than 1.5 billion VND.

In addition, the regional Social Insurance actively responded to and issued documents to implement patriotic emulation movements and thematic emulation movements launched by Vietnam Social Insurance and promptly concretized them into goals, tasks, solutions, programs, and work plans for implementation, determined to comprehensively complete assigned tasks and targets.

The results achieved from emulation movements and typical advanced individuals and collectives are vivid evidence of the sense of responsibility, dedication and creativity of all officials and employees of the entire unit; spreading the spirit of emulation, replicating advanced models and being an important stepping stone for the Social Insurance Department in general and Social Insurance Department of Region XXVI in particular to continue to develop sustainably, modernly and professionally in the new period”, Mr. Phan Ngoc Luan emphasized.

Actively contribute to the cause of social security

According to Mr. Tran Manh Tuan, Director of Social Insurance Region XXVI, with the theme "Solidarity, proactiveness, innovation, creativity, discipline, development, determination to build a streamlined, modern, and professional Vietnam Social Insurance industry", in the period of 2026-2030, Social Insurance Region XXVI continues to thoroughly grasp the Party's guidelines and policies, the State's policies and laws, Ho Chi Minh's thought on patriotic emulation, direct the implementation, participate in responding to and effectively organize the implementation of emulation movements launched by the central, provincial and industry levels. The unit also promotes the role of responsibility, exemplary pioneering, especially the role of the leader in emulation and reward work; continues to innovate the content, form and measures of introduction and replication in a practical direction, suitable to reality and task requirements.

In addition, the XXVI Social Insurance also closely follows the competition goals and targets, thereby shaping the initiative goals and proposing effective solutions. At the same time, it builds and fosters advanced models, replicates good practices and new models for exchange, learning and replication throughout the cluster and Vietnam Social Insurance; builds a united unit, builds a strong and exemplary Party, organizations and government.

In addition, the regional Social Insurance also focuses on disseminating and educating the Party and State's policies, laws, and new regulations of the industry, and emulation movements will be strengthened. The study and following of Ho Chi Minh's ideology, morality, and style, and improving public service ethics will continue to be maintained and promoted, in order to well implement the set goals and tasks. The entire unit strives to compete and is determined to strive to successfully complete the targets assigned by Vietnam Social Insurance for the period 2026-2030.

Specifically, the entire system strives to have 45.2% of the working-age workforce participate in social insurance; 35.2% of the working-age workforce participate in unemployment insurance; 95.2% of the population participate in health insurance. The satisfaction level of people and businesses with administrative procedure settlement reaches at least 90%, the satisfaction index of social insurance and health insurance participants reaches 85%. The number of people receiving social insurance and unemployment insurance benefits through non-cash payment methods in urban areas reaches over 83%.

Promoting digital transformation, improving efficiency and effectiveness of operations: 100% of full-process online public services are provided on various access devices, including mobile devices; 95% of work records of the Vietnam Social Insurance sector are processed online (except for work records within the scope of State secrets); 100% of social insurance, unemployment insurance, and health insurance participants have electronic transaction accounts, have installed the VssID - Social Insurance Number and VNeID applications to monitor the payment process, enjoy social insurance, unemployment insurance, health insurance, look up information, and perform online public services.

As the unit honored at the conference, according to Mr. Nguyen Quoc Binh, Director of Song Hinh District Social Insurance, in the coming time, the unit will continue to compete to innovate the method of organizing the implementation of collection, developing participants and managing the Social Insurance Fund, unemployment insurance, health insurance; increase utilities, diversify payment methods, use non-cash payment methods in collecting, paying and paying social insurance, unemployment insurance, health insurance regimes. Song Hinh District Social Insurance will also resolve and pay social insurance, unemployment insurance, health insurance regimes correctly, sufficiently, promptly and conveniently; amend and supplement sanctions to handle violations of the law on social insurance, unemployment insurance, health insurance, prevent acts of evasion, late payment, and profiteering from social insurance, unemployment insurance, health insurance.
