Based on the registration list, the Department of Education and Training has reviewed and prepared necessary conditions, arranged and allocated students for admission to ensure that it is suitable for resources and wishes; at the same time, it supports parents in carrying out admission procedures for their children conveniently and promptly, simplifying administrative procedures, saving time and travel for students and parents in contacting and carrying out admission procedures.
Schools will receive applications and process transfer procedures for students as soon as they receive requests from parents and guardians, with special priority given before the start of the 2025-2026 school year and the beginning of the first semester of the 2025-2026 school year to ensure stable learning for students.

Schools have reviewed their facilities, the number of students they can accept, the number of classrooms that can be increased, the number of teachers lacking, and the number of desks and chairs that need to be added, and from there, they have made timely recommendations and proposals for additional construction, upgrading, and repair, ensuring that tasks can be carried out as soon as the new school year begins.
According to Mr. Dao Anh Tuan, Deputy Director of the Provincial Department of Education and Training: Implementing a two-level local government will have changes in state management of education , especially after the province's merger, many students will move to the provincial center with their parents, raising issues regarding the arrangement and arrangement of facilities, teaching staff, and procedures for receiving students. Based on the Ministry's guiding documents and the direction of the Provincial People's Committee as well as practical requirements, the education sector will continue to provide timely advice on educational management, ensuring that there are no gaps or interruptions in tasks.
"We identify this as a key political task in the initial stage of merger" - Mr. Dao Anh Tuan, Deputy Director of the Provincial Department of Education and Training emphasized.
As of July 16, the education sector has received 45 students out of a total of 282 students registered to transfer in the first phase, of which, primary school has received 22 students, secondary school has received 16 students and high school has received 7 students. Although the acceptance rate is still lower than expected, schools in Yen Bai ward - where many students have transferred - have proactively and flexibly arranged staff and facilities to be ready to welcome new students.
Nguyen Trai Primary School has accepted 10 out of 127 primary school students who wish to transfer, which is also the school with the highest number of transferred students among primary education institutions. Ms. Pham Thi Thu Lan, Principal of Nguyen Trai Primary School said: “Immediately after the merger policy was issued, the school reviewed the number of classrooms and rearranged the class sizes to ensure that each class is not overloaded. For transfer students, we will create conditions to receive them as soon as they have their documents, and will assign homeroom teachers to support them in getting used to the new learning environment.”
Quang Trung Secondary School has received 8 transfer students, and preparations for the new school year are also taking place urgently. Ms. Dang Thu Ha, the school's principal, said: "We have arranged an additional backup class, ready to open a new class if the number of transfer students increases. In addition, the school also coordinates closely with parents to stabilize the students' psychology when entering the new learning environment."

In addition to focusing on location, the education sector also pays attention to the teaching staff, teaching aids and supporting equipment. The Department of Education and Training has directed communes and wards to flexibly transfer teachers from areas that are not overloaded to areas with shortages, and has proposed additional budget to upgrade some temporary classrooms.
The transition to a two-tier local government model after the province's merger is not only a matter of organizational structure but also a matter of adaptation in each specific field, especially education - a field closely linked to the people. With proactive leadership, flexible implementation, and consensus from the grassroots, the education sector of Lao Cai province is gradually adapting to the new government model, creating a premise to improve the quality of comprehensive education.
