Immediately after operating the 2-level local government, the Irrigation Sub-Department coordinated with wards and communes to review the current status of dike works and develop 42 key dike protection plans. Of which, there is 1 provincial-level focus, 41 commune-level focus (equivalent to 16 focus points on level I, III dikes and 26 focus points on level IV, V dikes).
The Irrigation Sub-Department also develops plans and organizes inspections of the preparation of materials, forces, means, techniques, and commands to promptly supplement shortcomings and problems; provides professional training for forces participating in dike protection in localities, especially dike guards and dike shock troops.
