Standing member of the Secretariat Tran Cam Tu has just signed Conclusion No. 163 of the Politburo and the Secretariat on implementing a number of contents and tasks when reorganizing the apparatus and administrative units.
Previously, the Central Organizing Committee reported on the progress of implementing the resolutions and conclusions of the Central Committee and the Politburo on the reorganization of the apparatus and administrative units from June 1 to June 5. On that basis, the Politburo and the Secretariat concluded and agreed on the policy of reorganizing provincial-level administrative units at the same time as merging and consolidating commune-level administrative units for localities that have carefully prepared, fully met the necessary conditions, completed the personnel plan at the provincial and commune levels; prepared facilities, equipment and means for the apparatus to be put into operation immediately, ensuring smoothness and synchronization; and organized trial operations, drawing experience from the operations of Party, State, Fatherland Front and commune-level organizations.

The Politburo and the Secretariat have assigned the Standing Committees of the provincial and municipal Party Committees to proactively consider and decide on the time to put new provincial and communal-level organizations, agencies and units into operation, which can be implemented from July 1, 2025, when the 2013 Constitution (amended) takes effect and the competent authorities have issued relevant decisions; at the same time, they are responsible for leading and directing the implementation in accordance with the direction of the Politburo and the Secretariat.
The Politburo and the Secretariat also agreed on the policy of holding meetings with the Standing Committees of the provincial and municipal Party Committees to lead and direct the management of the total payroll in 2025 assigned by the Central Organizing Committee, to streamline payroll and restructure the staff, civil servants and public employees in accordance with the Party's policies and regulations and the State's laws; to proactively decide on the transfer of payroll quotas between the government and the local Party and mass organizations in the process of rearranging the apparatus and administrative units at all levels, implementing the 2-level local government model, etc.
The Government Party Committee will issue decrees on decentralization, delegation of authority, assignment of authority and guidance on functions, tasks, and organizational structure of specialized agencies under the People's Committees at provincial and commune levels and other relevant documents. In particular, it is necessary to unify the organization of specialized agencies in communes that are not merged or consolidated, ensuring implementation according to the project approved at the 11th Conference of the 13th Party Central Committee (Resolution No. 60-NQ/TU, dated April 12, 2025), in sync with regulations on the organization of the apparatus of advisory and assisting agencies at commune, ward and special zone levels and in accordance with the functions, tasks and authority of the new commune-level government.
The Ministry of Home Affairs will have guidelines on policies and regimes for cadres, civil servants, public employees, and workers who have retired; research a roadmap to extend the use of non-professional people in accordance with the time of rearranging villages and residential groups...
The Politburo and the Secretariat assigned the National Assembly Party Committee to lead and direct the adoption of the Constitution, relevant laws and resolutions; provide guidance on the organization and operation of the National Assembly delegation and People's Councils at all levels after the reorganization; promptly advise on adjusting and supplementing the direction for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term accordingly...
The Politburo and the Secretariat request Party committees and Party organizations directly under the Central Committee to direct Party committees and Party cells subject to consolidation and merger to hold two congresses according to regulations; during the period when the direct superior Party committee has not yet appointed personnel for the new Party committee, the old Party committee (Party cell) shall continue to lead, direct, and operate the activities of the Party committee and Party cell until the direct superior Party committee appoints the new Party committee (Party cell).
The Central Committee also directed the organization of grassroots party congresses in accordance with regulations, ensuring the quality of the congresses, and completing them before June 30, 2025; for places subject to consolidation and merger and having to reorganize the apparatus, it is necessary to urgently review and complete preparations and organize grassroots party congresses, ensuring they are completed before July 31, 2025.
