The Legal Committee of the City People's Council reviewed the documents submitted to the 26th Session (special session) of the 16th City People's Council.

(Haiphong.gov.vn) - On the morning of June 12, the Legal Committee of the City People's Council met to review the documents submitted to the 26th Session (special session) of the City People's Council, term XVI, 2021 - 2026. Comrade Pham Quoc Ka, Head of the Legal Committee of the City People's Council chaired the meeting.

At the meeting, the Legal Committee of the City People's Council reviewed the draft Resolution detailing a number of expenditure levels for the Militia and Self-Defense Forces in Hai Phong City. According to the draft Resolution, the monthly allowance for villages and team leaders is 0.5 times the basic salary per person/month; the daily allowance for local militia, mobile militia, air defense militia, artillery, reconnaissance, information, engineering, chemical defense, medical , and regular militia when on duty (except for the task of fighting to protect islands and seas) is 327,600 VND/person/day. In case of extending the term of performing the obligation to participate in the Militia and Self-Defense Forces according to the decision of the competent authority, in case the militia performs the task of terrorism, hostage rescue, crime suppression, etc., the allowance level increases by 50% of the current daily allowance.

The Legal Committee of the City People's Council also reviewed the Resolution to abolish Resolution No. 01/2025/NQ-HDND dated February 20, 2025 of the City People's Council on additional support policies for cadres, civil servants, public employees, and workers under the city's management in the implementation of organizational arrangements and administrative units of the political system of Hai Phong city. According to the Department of Home Affairs - the agency in charge of drafting the draft resolution, this abolition aims to implement regulations on regimes and policies for cadres, civil servants, public employees, and workers in a unified and synchronous manner with the legal documents of the Central Government, promptly providing a legal basis for agencies, organizations, and units to organize and implement.

After reviewing the detailed regulations on some expenditure levels for the Militia and Self-Defense Forces in Hai Phong city and issuing a Resolution to abolish Resolution No. 01/2025/NQ-HDND of the City People's Council on additional support policies for cadres, civil servants, public employees, and workers under the city's management in the implementation of organizational arrangement and administrative units of the political system of Hai Phong city, comrade Pham Quoc Ka, Head of the Legal Committee of the City People's Council affirmed that the preparation of the two draft Resolution dossiers ensured compliance with the process and procedures prescribed by law, and was commented on by the Standing Committee of the City Party Committee. The Legal Committee of the City People's Council requested the agencies drafting the draft Resolution dossier to continue to carefully review, edit some words, clarify some contents with different opinions to complete the dossier, and send it to the Standing Committee of the City People's Council for unanimity and approval of the contents to be submitted to the 26th Session (special topic) of the 16th City People's Council./.
