Comrade Bui Thi Minh, Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the People's Council of Hoa Binh province, together with representatives of the General Staff of the Vietnam People's Army, the General Department of Politics of the Vietnam People's Army, the General Department of Logistics and Engineering; leaders and commanders of the two Military Regions and commanders of the Phu Tho Provincial Military Command and the Hoa Binh Provincial Military Command attended the conference.

Conference delegates congratulated the Military Command of Phu Tho province and the Military Command of Hoa Binh province.

The conference heard the announcement of Decision No. 2782/QD-BQP dated June 14, 2025 of the Ministry of National Defense on transferring the status quo of the Military Command of Hoa Binh province under Military Region 3 to Military Region 2 and approved the minutes of handover and transfer of the status quo of the Military Command of Hoa Binh province under Military Region 2.

Accordingly, the Military Command of Hoa Binh province will be merged into the Military Command of Phu Tho province. This merger is part of the task of merging 3 provinces: Phu Tho, Vinh Phuc, Hoa Binh into the new Phu Tho province.

Previously, on June 19, the working delegations of Military Region 2 and Military Region 3 coordinated, reviewed, completed documents and procedures, agreed and organized the signing of the handover minutes of the following sectors: Staff, Politics, Logistics - Engineering, Finance, etc.

Lieutenant General Nguyen Quang Ngoc, member of the Party Central Committee and Deputy Chief of the General Staff of the Vietnam People's Army, witnessed the signing of the handover minutes between the two Military Regions.

Concluding the conference, on behalf of the Central Military Commission and the Ministry of National Defense, Lieutenant General Nguyen Quang Ngoc, member of the Party Central Committee and Deputy Chief of the General Staff of the Vietnam People's Army, thanked the leaders of Hoa Binh province and the agencies of Hoa Binh province for closely coordinating with the Command of Military Region 3, agencies and units under Military Region 3 to work seriously, effectively, on schedule and in accordance with procedures in the process of handing over the status quo of the Military Command of Hoa Binh province to the Military Region 2. At the same time, he requested the agencies and units under Military Region 2, Military Region 3 and the Military Command of Phu Tho province to continue to thoroughly grasp and fully study the documents, directives and decisions, closely follow the direction of the Ministry of National Defense, closely coordinate and promptly deploy activities according to plan, complete on time as prescribed, ensure the organization of local armed forces according to the new model is stable, effective, meeting the requirements of tasks in the new situation.
