Stabilize the organizational structure
Implementing the policy of merging administrative units and reorganizing the organizational structure, the Labor Federations of the two provinces have been proactive, active, and urgent in implementing related tasks. Currently, the Labor Federation of Bac Ninh province manages more than 2,100 grassroots trade unions of enterprises and public service units that do not receive 100% of their salaries from the state budget with more than 579,000 union members. Of which, there are 977 grassroots trade unions in the province's industrial parks with nearly 400,000 union members.
The organizational system of the Provincial Federation of Labor consists of 2 boards (union work and industrial park union) and 25 commune and ward unions. The number of full-time union officials after the merger is 140 (45 comrades reduced due to early retirement and job transfer). Among the specific socio -political organizations, the Provincial Federation of Labor is the first unit to organize a conference to announce decisions on the apparatus and personnel work. To achieve this result, immediately after receiving instructions from the Vietnam General Confederation of Labor and direction from the Provincial Party Committee and Provincial People's Committee, the Provincial Federation of Labor immediately started reviewing and arranging the union apparatus. In particular, assigning specific tasks, stabilizing the organization soon, ensuring that union activities are maintained smoothly, performing the function of caring for, representing, and protecting the rights of workers.

At 25 commune and ward trade unions, the Provincial Federation of Labor has arranged 43 staff (mainly experienced trade union officials) to hold key positions; at the same time, it has advised on the flexible use of contract personnel to suit the requirements of tasks in areas with changes in administrative boundaries. Currently, the Provincial Federation of Labor is urging the completion of the handover of facilities, finances, and union member records of the (old) district-level trade unions in accordance with the correct procedures and corresponding to the areas after the merger.
According to Mr. Nguyen Van Nguyen, Chairman of Yen Phong Commune Trade Union (formerly Vice Chairman of the Trade Union of Industrial Zones of the old Bac Ninh Province), the Provincial Labor Federation has issued temporary instructions on the organization of the apparatus and assignment of tasks for trade union officials at commune and ward trade unions. Accordingly, the Standing Committee urgently studies to soon develop regulations and assign specific tasks to ward trade unions. “With 42 grassroots trade unions and nearly 9,000 union members in enterprises outside industrial zones, we have assigned cadres to urgently review and grasp the situation at the grassroots level. During this transition period, the coordination in handling cases related to labor relations and workers' rights and policies is still being implemented synchronously, without any gaps or delays,” said Mr. Nguyen.
Guarantee union members' rights
After the merger and reorganization, the Bac Ninh trade union organization has had significant changes in its operating model, functions, tasks and member management, under the direction of the Standing Committee of the Provincial Fatherland Front Committee. However, because it is a special organization, it still has relative independence in the process of implementing tasks related to workers. In order to stabilize the ideology, create solidarity and responsibility of the trade union staff during this period, the Provincial Federation of Labor is interested in understanding the thoughts and aspirations of the staff; flexibly arranging and assigning human resources. At the same time, it thoroughly instructs professional departments and staff to review each specific field and topic to closely and promptly monitor the activities of grassroots trade unions, ensuring continuous work.

Improving the quality of trade union activities not only contributes to better protecting the rights of workers, but also helps to strengthen the trust of union members, building harmonious and stable labor relations in enterprises. This is an important task, requiring innovation, determination and responsibility of the entire trade union system, especially the cadres in the new period. According to Mr. Bui Van Truong, Chairman of the Trade Union of Luxshare-ICT Limited Liability Company (Van Trung), Van Trung Industrial Park: “Currently, the company has more than 30 thousand union members. The new model of the union system will help reduce the number of contacts, and the implementation of tasks will certainly be more favorable for the enterprise's grassroots union. In the context of fierce competition for human resources, to attract workers and convince them to join the organization, the company's trade union continues to allocate funds, and at the same time proactively proposes to the enterprise's leaders to have many practical care activities, putting the legitimate interests of workers first, gradually improving their lives. That is also the goal of the trade union organization”. In addition to organizing dialogues, the Executive Committee of the Company's Trade Union directs the members, group leaders, and deputy group leaders of the union to regularly gather opinions, grasp the thoughts and aspirations of union members. From there, select and propose to the board of directors to solve problems that are suitable to reality, helping them feel secure at work.
According to comrade Thach Van Chung, Vice Chairman of the Provincial Fatherland Front Committee, Chairman of the Provincial Labor Federation, with the expanded scope of union member and grassroots union management, while the number of union officials is thin, the tasks of the provincial union will arise with difficulties and challenges; the grasp of developments and situations at the grassroots level will not be timely. In addition, if the Fatherland Front has not yet established clear regulations in monitoring, criticizing, and developing labor policies, the model may operate ineffectively. To meet the requirements, in the coming time, the Provincial Labor Federation will focus on training and improving the knowledge and professional expertise of the union officials.
In particular, priority is given to improving the effectiveness of legal propaganda and education for workers; skills in regular and ad hoc dialogue at the workplace and negotiating and signing collective labor agreements in the direction of increasing terms that are beneficial to workers. In addition, promoting digital transformation, applying information technology in management, connecting and providing timely information to workers; enhancing welfare, cultural and sports activities, and supporting union members in difficult circumstances.
