Effectively implement many movements
On June 11, 1948, in Phu Dinh commune, Dinh Hoa district, Thai Nguyen province, President Ho Chi Minh issued a call for patriotic emulation, aiming to mobilize human and material resources for the cause of resistance and nation building.
Responding to Uncle Ho's call, since then, the capital Hanoi has initiated and implemented many emulation movements. In particular, the movement "Good people, good deeds" has become a typical beauty, bearing the unique identity of the capital over the past 33 years. In addition, the city has actively responded to the emulation movements: "The whole country joins hands to build new rural areas", "Cadres, civil servants and public employees compete to practice office culture", "For the poor - No one is left behind", "Capital initiatives and creativity", "Promoting administrative reform" ...
In particular, the movement "Initiatives and creativity in the Capital" has been concretized by the Trade Unions at all levels through the movement to strive for the title "Initiatives among workers and civil servants in the Capital", from which it is the basis for proposing the Vietnam General Confederation of Labor and the Hanoi People's Committee to consider awarding the Certificate of "Creative Labor" and "Initiatives among workers and civil servants in the Capital".
In addition, the movement "Capital Initiative and Creativity" is associated with the campaign to build "Loyal - Responsible - Integrity - Creativity" civil servants and public employees, which has significantly contributed to improving Hanoi's Provincial Competitiveness Index (PCI)... From 2021 to the end of May 2025, the Hanoi Department of Science and Technology has issued decisions recognizing the effectiveness of application and scope of influence at the city level for 4,968 initiatives.
In the period of 2021-2025, the Hanoi People's Committee also effectively implemented the contents of the "Food Safety" emulation movement, contributing to raising awareness of producers, traders and consumers, ensuring the health of the community.
Notably, departments, branches, districts and counties are actively competing to apply digital transformation, promptly grasping the general trend. Typically, Dong Da district has applied information technology in the activities of state agencies, developed e-government, towards digital government and applied digital signatures throughout the process in departments, offices and wards from January 1, 2024.
Meanwhile, Dan Phuong district organized a peak competition for Digital Citizen Development called “AI Training Race”, attracting 2,751 cadres, civil servants, public employees, and workers to participate. This approach helps cadres improve their digital knowledge and skills, and use digital platforms and services for their work.
Adapt to new trends
According to Nguyen Cong Bang, Head of the Hanoi City Emulation and Rewards Committee, up to this point, the 2024 Capital Law, the Emulation and Rewards Law and the Central Government's documents on organizational arrangement are having a strong impact, requiring timely improvement of regimes and policies to continue to maintain the development of emulation movements and carry out commendation work well.
In the current digital transformation trend, the City's Emulation and Rewards Board is reviewing the contents related to digital transformation in the field of emulation and rewards to build suitable management software. In particular, the advantage is the integration of all other service sections such as: Management of civil servants and public employees; management of city documents; digitization of electronic archives of sectors and levels... The Board's task is to provide information fields to build and update data on emulation and rewards. It is expected that phase 1 will update data within the past 10 years so that the software reaches the threshold of determining the standards and conditions for rewards of each individual and collective (this task is expected to be completed in December 2025).
According to Mr. Nguyen Cong Bang, in 2025, Hanoi city will carry out a dual task: both streamlining the organization and promoting economic growth. After the reorganization, the organization will be more streamlined, which means that an official will have to do more work, so it requires officials in charge of emulation to change their thinking methods and new ways of working to meet the requirements of the task.
Realizing that, in recent times, the Emulation and Reward Board has regularly exchanged, trained, and discussed professional matters. Thanks to that, the Board has a new approach, moving forward to soon start rebuilding emulation clusters and blocks, rebuilding the system of normative documents on appropriate decentralization and authorization processes, as well as how to organize and operate emulation movements effectively. It is expected that by the end of June 2025, Hanoi will organize training for officials working on emulation work throughout the city to catch up with the trend of the new situation.
With a clear understanding of the situation and being one step ahead from the city's emulation and reward advisory agency, there is reason to believe that in the coming time, Hanoi will continue to vigorously and effectively implement patriotic emulation movements, contributing to the successful completion of the capital's socio-economic tasks, and joining in the country's development process.

Ba Dinh District launched many emulation movements in various fields of work, while focusing on leading and directing departments, offices, units, and People's Committees of wards to resolutely carry out assigned tasks, especially socio-economic development tasks and difficult and new tasks. Thereby, every year the district successfully carries out all aspects of work.
Typically, in 2024, the district completed 26/26 assigned socio-economic development targets; basically completed 128 socio-economic development targets of the entire term; political events of the Party, State, and city taking place in the district were absolutely protected. The work of urban renovation and beautification in the direction of civilization and modernity was directed and implemented, focusing on preserving historical elements, typical cultural identities, implementing projects to promote trade and tourism development with unique experiential activities.

From the first projects of Youth Month: "National Flag Route", "Youth Tree Row", "Friendly Trash Bins Joining Hands to Protect the Environment" launched by the District Youth Union, there have been many models, projects, and youth tasks deployed by the Youth Union - Association - Team bases. A total of 35 youth projects were carried out, 58 environmental sanitation campaigns with 1,500 union members and youths participating in the emulation movement "Bright - green - clean and beautiful".

Under the strong leadership and direction of the Party Committee, the People's Committee of Dinh Cong Ward always directs agencies and units to pay attention to implementing emulation movements, creating a vibrant atmosphere in implementing political tasks, associated with commendation work to promptly encourage and motivate.
When there is a task to be implemented, from the ward political system to the residential areas and residential groups, everyone is determined to carry it out and strives to compete to ensure progress and quality. A typical example is the recent organization of collecting people's opinions on the arrangement of commune-level administrative units. With a serious spirit and high determination, the ward's public opinion collection groups promptly and methodically implemented it in accordance with regulations. There are 2 working groups of residential group cell No. 22 and residential group cell No. 42 that completed 100% of the content of collecting people's opinions the earliest in the entire ward and were promptly commended and encouraged by the Party Committee and the People's Committee of the ward...
