Firstly, the implementation of living allowance and tuition fee for teacher training students according to Decree No. 116/2020/ND-CP has helped students feel secure when studying. The living allowance of 3.62 million/month is enough to meet basic needs.

Second, the discussion and approval of the Party's policy and the State's policy on "Teachers' salaries are ranked highest in the administrative career salary scale system" has created great concern from families of children taking the exam this year.

Studying pedagogy is subsidized by the State and after graduation, working with the highest salary in the administrative career salary scale are two factors that strongly influence candidates' choice.

Third, the quota for teacher training majors from 2021 is determined based on the needs and orders of provinces and cities. For many reasons, the number of teachers "ordered" by provinces and cities based on "recruitment" needs - reaching about 70% of the standard quota for teachers per class.

This leads to a paradox: the number of applications for teacher training programs has increased sharply, but the quotas for these programs are controlled by regulations. In particular, the quotas for teacher training programs must be granted by the Ministry of Education and Training because they are related to the budget.

In other fields, the quota can be determined by universities themselves based on their capacity and quality assurance conditions. The large number of applications and low quotas lead to high competition.

At the University of Education (Vietnam National University, Hanoi), there are many majors with a ratio of 1:100, even 1:200.

Fourth, teacher training programs must have a quality assurance threshold (floor score) as prescribed by the Ministry of Education and Training. The floor score regulation has partly eliminated low-scoring candidates, leaving only high-scoring candidates to compete with each other.

Fifth, the policy of adding priority points to subjects, bonus points for students with excellent student competitions, high IELTS scores, etc. However, according to the regulations, even if there are many types of priority points and bonus points, the total will not exceed 30.
