Clear goals, consistent solutions

According to the plan, Lam Dong aims to have at least 20% of communes “free of drugs” by 2025, and by 2030, at least 50% of communes, wards and special zones in the province will meet the “no drug” standard. This is a concrete step to eliminate drugs from social life, build a civilized and united community, and reduce the number of drug addicts and law violators.

To achieve the goal, the Provincial People's Committee requires sectors and localities to grasp the situation of crime and drug abuse early and from afar; proactively analyze and forecast developments to advise Party committees and authorities at all levels to deploy appropriate solutions. Drug prevention and control work must closely combine prevention and control according to the motto of "preventing supply, reducing demand, reducing harm", taking prevention as the main thing, focusing on grassroots areas and residential areas. The implementation must be comprehensive, scientific , closely following reality, with clear assignment of people, work, responsibilities, time, and results. The province emphasizes the motto of "taking people as the center, the subject, the driving force, the goal, and at the same time the resource in drug prevention and control work; people's safety is paramount".

The plan is also linked to the Government's National Target Program on Drug Prevention and Control by 2030, and integrated with socio -economic development programs and the movement "All people protect national security". Implementation must be step-by-step, cautious, and sustainable, "doing it well, doing it well", both building and protecting transformed areas, based on the Criteria for identifying routes and key areas with complex drug problems and the criteria for evaluating "drug-free" areas.

Building communes, wards, towns and special zones "free of drug abuse" will help push drugs out of the community.

Mobilizing the strength of the people in drug prevention and control

Along with that, the province pays special attention to propaganda and education to raise awareness of all classes of people about the dangers of drugs and the methods of criminal activities. Propaganda activities are carried out in a variety of ways, associated with the movement to build a cultural life in residential areas, to arouse the spirit of vigilance, proactive prevention, combat and denunciation of crime among the people.

Regarding local management, the province is determined not to let complicated drug hotspots arise. The authorities are assigned to strengthen coordination to detect, combat, and destroy drug trafficking, transportation, and storage lines. Authorities at all levels focus on reviewing and strictly managing drug addicts and illegal drug users; at the same time, synchronously deploying drug rehabilitation measures, post-rehabilitation management, supporting community reintegration, and creating jobs to help them stabilize their lives.

An important highlight of the plan is to promote the core role of the police force, while mobilizing the active participation of departments, branches, and organizations, especially the Party Committees and grassroots authorities. Local leaders must be responsible to the Provincial People's Committee if complicated drug abuse occurs in the area. In addition, the province also encourages the development of self-management models, clubs, teams, and community groups to participate in drug prevention and control, thereby promoting the strength of the entire people in protecting security and order.

The Provincial People's Committee clearly assigned responsibilities to each department and branch. Organizations such as the Youth Union, Women's Union, Farmers' Association, etc. were assigned the task of promoting propaganda and mobilizing members and people to participate in building a drug-free community.

The Provincial People's Committee also clearly stated that building communes, wards and special zones "free of drug abuse" is a long-term task, requiring perseverance, determination and synchronization of the entire political system and consensus and support from the people. This is not only an urgent solution to repel the dangers of drugs, but also an important condition to create a safe living environment, promote economic, cultural and social development of Lam Dong in the coming period.

In 2025, strive to build 35 commune-level localities that meet the criteria for determining "drug-free" commune-level localities: Lac Duong, Ka Do, Ta Hine, Ta Nang, Nam Ha, Phuc Tho, Dam Rong 2, Dam Rong 4, Dinh Trang Thuong, Bao Lam 5, Son Dien, Da Huoai 3, Cat Tien 2, Cat Tien 3, Da Teh 3, Vinh Hao, Phan Son, Bac Ruong, Song Luy, Hoa Thang, La Da, Hong Son, Ham Thanh, Tan Thanh, Ham Tan, Tanh Linh, Tra Tan, Phu Quy, Dak Sak, Quang Hoa, Quang Son, Quang Tan, Quang Truc, Dak Song, Ta Dung.
