Vinh Thanh Commune strengthens land management and handling of violations

Party cell secretaries, village chiefs, and village security and order protection team leaders in Vinh Thanh commune signed a commitment to strengthen inspection, detection, prevention, suppression, and handling of violations of land, environment, construction order, traffic, irrigation, and dykes.

Vinh Thanh commune was established on the basis of merging the communes: Sao Dai Viet, Lung Hoa and Tan Phu. Taking advantage of the time of merging and rearranging administrative units, the situation of land violations in Vinh Thanh has recently become complicated. In order not to let the rearrangement of administrative units affect land management, Vinh Thanh commune has strengthened field inspections, handled newly arising violations, promoted propaganda, dissemination, and education of the law, and raised people's awareness and sense of law observance. From July 1 to now, Vinh Thanh commune has completely handled 12 new violations, of which 9 cases voluntarily corrected, 3 cases were forced with the cleared land area of more than 2,000m2, including encroached agricultural land and public land used for the wrong purpose.

Chairman of Vinh Thanh Commune People's Committee Phung Dac Chien said: Determining land management as an important task, the responsibility of the entire political system, immediately after officially operating the 2-level local government model, Vinh Thanh Commune established a Steering Committee for Handling Violations in the fields of land, construction order, traffic, irrigation, and dykes. Assign specific tasks to each member of the steering committee; request agencies, units, and villages according to their functions, tasks, and scope of management to proactively and resolutely implement and strictly implement legal regulations; inspect, detect, and promptly handle violations, not allowing new violations of land, construction order, traffic, irrigation, and dykes to arise.

It is known that a bright spot in the work of preventing land violations in Vinh Thanh commune is the promotion of the community's monitoring role. Many people have proactively reported when they discovered unusual signs such as dumping soil, fencing, and construction at night... Vinh Thanh commune has established a hotline to receive feedback from people and maintains weekly meetings in villages to grasp the situation. Villages and hamlets have assigned officials in charge of monitoring the land situation, promptly detecting and reporting early risks of violations.

According to statistics, there are currently 355 violations of land, construction order, traffic, irrigation, and dykes in Vinh Thanh commune. Of these, there are 312 violations of land; 14 violations of traffic; 2 violations of irrigation; and 27 violations of dykes. The main causes of land violations are due to the loose storage of records, cadastral data, and land management at some times, and the handling of violations is not really drastic. The dissemination of the Land Law is not extensive, and the awareness and compliance with land laws of some individuals, organizations, and people are still limited.

To improve the effectiveness and efficiency of State management of land, construction order, traffic, irrigation, and dykes; to thoroughly handle newly arising violations and gradually resolve old and existing violations that have not been handled according to legal regulations, Vinh Thanh commune is organizing reviews, classifications, and groupings to have separate solutions for each group; to issue specific and detailed handling plans for each group, each village, and each area; the handling plans will be made public at the commune People's Committee headquarters and the village Cultural House headquarters. The commune strives to handle at least 20 existing cases by the end of 2025.

The initiative and initial success in preventing and handling land violations after the merger and arrangement of administrative boundaries not only contributed to restoring order and discipline but also was an important premise for Vinh Thanh commune to stabilize its organization and develop sustainably in the new period.
