Sao Vang Commune Party Committee held a meeting to deploy the content of the 1st Commune Party Congress, term 2025-2030.
Sao Vang Commune was established on the basis of merging the communes: Tho Lam, Xuan Sinh, Xuan Phu and Sao Vang town. Currently, the commune has a total natural area of 89.28 km2, with a population of 44,643 people. Sao Vang Commune Party Committee was established under Decision No. 4253-QD/TU dated June 23, 2025 of the Provincial Party Executive Committee, officially coming into operation from July 1, 2025. The commune Party Committee has 74 affiliated party organizations with 1,988 party members. With a prominent position as the western gateway of Thanh Hoa province, located in Lam Son - Sao Vang urban area; There is a military airport, Tho Xuan Airport is being planned to become an international airport, many key traffic routes run through such as: National Highway 47, 47C, Ho Chi Minh Road, the route connecting Tho Xuan Airport - Nghi Son Economic Zone, National Highway 47 connecting to Laos... Sao Vang has strong potential for development in industry, services and urban areas, is a locality with many enterprises with nearly 8,000 workers... currently there are many economic projects being implemented; is an area planned to become a key industrial - aviation service center of the province and the North Central region.
Imprints of the 2020-2025 term
Looking back at the 2020-2025 term, in the context of many advantages but also many difficulties, however, with the attention and support of superiors, especially under the direction of the Party Committee, the management of the government, the coordination of the Vietnam Fatherland Front, socio -political organizations and the trust and consensus of the business community and the people, Sao Vang commune has achieved many important and comprehensive results in all fields. In particular, before the merger, Sao Vang commune had Xuan Sinh and Tho Lam successfully built an advanced NTM commune; Sao Vang town met civilized urban standards; Xuan Phu continued to maintain a NTM commune; spacious landscape, clean environment, improving the quality of people's lives.
Local economies have developed quite well; the average income per capita in 2025 is estimated at 73.5 million VND/year. Agriculture has developed, forming models of greenhouses and net houses applying high technology; land has been concentrated to develop large-scale, high-tech agriculture on 204.6 hectares (100.6% of the plan); livestock has developed in a concentrated direction; attracting over 150 billion VND in agricultural investment. The program "One commune, one product" has been implemented methodically, creating a clear change in the development of local specialty products; the whole commune has 3 recognized OCOP products. Industry, small-scale industry and construction have changed positively, creating a basic foundation for economic development. Key industries have been expanded on a large scale such as Adiana Shoe Company Limited, Vitory Sports Technology Company Limited, LongYi Vietnam Shoe Company Limited. Trade and services have developed quite well; types of services have increased rapidly; Rural service and trade infrastructure has received investment and development. Transportation services have been diversified, with the number of passengers passing through Tho Xuan Airport in 2025 estimated at 1.7 million; Lamori Resort and Spa (Tho Lam) has been in operation since January 19, 2025, contributing to diversifying products and services and promoting local tourism development.
The investment and business environment has been improved; resources have been mobilized and used for investment and development with a total construction investment capital of over 600 billion VND in the area; the planning of 4 old communes has been approved, in conjunction with the general planning of the region and Lam Son - Sao Vang urban area. Enterprise development has been promoted; State budget revenue has exceeded the congress target. Along with that, attention has been paid to investment in socio-economic infrastructure; a number of breakthrough traffic works such as: schools, medical stations, cultural houses, canals, and irrigation works have been invested in and upgraded to create momentum for local development. Management and use of resources, minerals, environmental protection and response to climate change have been strengthened.
Sao Vang Commune not only focuses on economic development but also cares about improving the cultural and spiritual life of the people. Science, technology and digital transformation are widely applied in many fields, creating changes in production, business and service thinking; the highlight is that 3 units: Sao Vang town, Xuan Phu, Xuan Sinh are recognized as digital transformation communes. Cultural, information, sports and tourism activities are innovated in both content and form. Education and training continue to innovate and develop. Medical work and people's health care are given attention, social security is ensured; the poverty rate is reduced to 0.35%. National defense and security are maintained.

The work of building the Party and the political system has been comprehensively innovated. The Party Committee of the commune has constantly improved its leadership capacity and promoted the exemplary role of cadres and Party members. The movement to study and follow Ho Chi Minh's ideology, morality and lifestyle has spread widely, mass organizations and the Fatherland Front have effectively promoted their role as bridges, contributing to building a strong great solidarity bloc.
New journey, new aspirations
Entering the 2025-2030 term, Sao Vang commune has determined the motto of action: "Solidarity - Democracy - Innovation - Development". On the solid foundation built in the previous term, the locality focuses on rapid, sustainable and comprehensive development with 27 targets in all fields. Comrade Hoang Van Dong, Party Secretary, Chairman of Sao Vang Commune People's Council, said: “The Party Committee, government and people of Sao Vang Commune continue to inherit and promote historical, cultural and revolutionary traditions, effectively exploit the potential and advantages of strategic position; uphold the spirit of solidarity, self-reliance, self-improvement, and aspirations to rise up; build a clean and strong Party and political system in all aspects; tighten discipline and administrative discipline, build a team of high-quality cadres, close to the people, serving the people. Innovate and improve the quality of Party cell activities. Strictly implement working regulations, promote democracy and solidarity within the Party and among the people. Focus on digital transformation in the leadership, direction and operation of Party committees and authorities. Do a good job of site clearance for key large projects, increase investment attraction. Strengthen national defense and security, maintain social order and safety, create a stable and safe environment for economic development. With With a solid foundation from the achievements in the past term, Sao Vang Commune Party Committee confidently enters the new term, gradually realizing the aspiration of becoming the economic development center of the western part of the province, towards a rich, civilized and modern urban area.
The 1st Congress of Sao Vang Commune Party Committee, term 2025-2030, marked an important turning point, affirming the comprehensive and strong development of a Party Committee established on the basis of rearranging and reorganizing administrative units. The aspiration to rise, the will to unite and the steadfast belief of the entire political system and all classes of people are the great source of strength, creating the driving force for Sao Vang to enter a new stage of development.
