Learning society is the solid foundation of the path of knowledge

At the conference, after listening to Mr. Le Minh Trong, Chairman of Tay Ninh Province Association for Promotion of Education, Head of Cluster 7, report on the summary of the learning promotion and talent promotion activities of the entire cluster in the first 6 months of the year, delegates discussed the situation of learning promotion and talent promotion activities in the context of abolishing the district level and merging the provincial and commune levels.

Opinions all focused on the difficulties of promoting learning and talent in the context of streamlining the apparatus and merging the province. When the district-level association for promoting learning was dissolved, the commune level in the initial stage of the merger was not yet stable in operation, there were no instructions on the organization of the apparatus as well as the regime and policies for commune-level association officials. The implementation of learning models according to Decisions 387 and 677 of the Prime Minister was still difficult, especially at the grassroots level. The implementation of the "Learning Citizen" model still had many difficulties and confusion, especially the self-assessment software toolkit for "Learning Citizen" had not been improved, technological means were lacking, and citizens' access to technology was not high...

Leaders of the Provincial and Municipal Associations for the Promotion of Education proposed that the Central Association should pay attention to proposing to the Government to adjust the subjects participating in holding the association's duties to those who are dedicated, prestigious and capable of carrying out the association's work, not only retirees; at the same time, there should be a remuneration regime for the chairman and vice chairman of the commune-level association for the promotion of education equal to the current remuneration level for the district level. It is proposed that the Central Government soon issue a document guiding the local association for the promotion of education to operate after the merger and prepare for the congress; at the same time, organize a preliminary review of the Government's Project on Building a Learning Society for the 2021-2030 period...

Speaking at the conference, Prof. Dr. Nguyen Thi Doan, President of the Vietnam Association for Promoting Education, welcomed the enthusiastic and creative opinions and acknowledged the contributions of the Associations for Promoting Education of provinces and cities, including Cluster 7.

From those enthusiastic opinions, the Central Association has advised good policies for the activities of promoting learning and talent. In the urgent context of streamlining the apparatus and merging provinces, even when the Central has not yet had instructions, the leaders of the provincial and municipal associations have proactively advised local Party committees and authorities to carry out their tasks. Prof. Dr. Nguyen Thi Doan affirmed: In the current period, building a learning society is the solid foundation of the path of knowledge, aiming to implement the four pillars of the country's development process in the new revolutionary period.

The President of the Vietnam Association for Promoting Education and the Head of Cluster 7 presented flowers to the representative of the unit hosting the first meeting and will host the second time in 2025.
