On the morning of June 14, the National Assembly discussed in the hall the draft Law amending and supplementing a number of articles of the Law on National Defense; Law on People's Army Officers; Law on Professional Soldiers, Workers and National Defense Officials; Law on Military Service; Law on Vietnam Border Guard; Law on People's Air Defense; Law on Reserve Forces; Law on Civil Defense; Law on Management and Protection of National Defense Works and Military Zones; Law on Militia and Self-Defense Forces; Law on National Defense and Security Education.
Receiving and explaining to the National Assembly about the Law amending and supplementing a number of articles of 11 Laws on military and national defense, General Phan Van Giang emphasized that the Ministry of National Defense still determined that sending regular cadres to communes is "Ngu nong u binh" (a soldier is the main force), "Cot tinh not cot dong" (the core force). "We determined that to carry out the tasks assigned to the army by the Party, State and people", General Phan Van Giang affirmed.
The army also determined to train the commune team leaders, deputy commune team leaders, and assistants with military qualifications, aiming for university degrees. Currently, this force has university, college, and intermediate military degrees, but it does not meet the requirements.
According to Minister Phan Van Giang, the Politburo has agreed to allow commune-level military forces who do not have advanced political theory qualifications to participate in the commune party committee and be elected to the Standing Committee of the commune party committee. The army will train and supplement this force.
According to General Phan Van Giang, in the past, it was determined that military cadres at the commune level only needed intermediate political theory, but now we have unified from the central to the grassroots level, the army will organize training and foster cadres with higher political theory qualifications. "Currently, in the army, there is also a system of academies and schools that can train advanced political theory and the Ministry of National Defense has determined that it has sufficient conditions to train senior cadres," General Phan Van Giang affirmed.
Receiving the opinions of National Assembly delegates on widespread air defense, Minister Phan Van Giang said that this is a necessary requirement. Arranging air defense forces at the commune level is not difficult to organize. Currently, low-altitude air defense weapons do not meet the requirements, the commune level can be completely autonomous. Regarding training, the army has organized a lot in all conditions and circumstances.
