With the motto "Democracy - Solidarity - Responsibility - Discipline", the Congress was held with the participation of 133 official delegates representing 389 party members in the entire Party Committee.
Dak Song commune was established on the basis of merging Dak Mol and Dak Hoa communes. During the 2020 - 2025 term, the Party Committee, government and people of the two communes have made efforts to overcome difficulties, achieving 13/15 targets of the Congress Resolution, many key targets reaching 100%.
Average income per capita reached 57.1 million VND/year; the poverty rate decreased to 1.16%; 100% of households used clean water; 100% of school-age children went to school and children received expanded immunization. Total output of perennial crops reached more than 13,700 tons; cultivated area reached 5,900 hectares.
The commune's socio -economy continues to develop stably, the economic structure shifts in the right direction: agriculture - forestry accounts for 60.4%; trade - services 19.5%; industry - construction 20.1%. Local budget revenue in 2025 is estimated to reach more than 63 billion VND, the average budget revenue growth rate is 115% compared to the resolution. The rate of cultural households reaches nearly 96%; 11/11 villages and hamlets have community cultural houses.
Although there are still some targets that have not been achieved, such as the rate of people participating in health insurance and recruiting new party members, the results achieved have created an important premise for Dak Song to enter a more sustainable development phase.
The fields of education, health, culture, sports, and social security continue to receive attention, and quality is gradually improved; administrative reform and digital transformation have many positive changes; national defense and security are stable; people's trust in the leadership of the Party and the government is consolidated; the great national unity bloc is strengthened. Notably, both communes before the merger had met new rural standards.
In the Party building work, the Party Committee admitted 37 new Party members, reaching 3% of the total number of Party members, of which 13 were excellent Youth Union members (accounting for 36.5%). Inspection and supervision work was strengthened, gradually improving the leadership capacity and fighting strength of grassroots Party organizations.
In addition to the achieved results, the locality still has many difficulties and limitations that need to be overcome, such as slow development of trade and services; loose management of land, minerals and environment; incomplete handling of violations; and complicated security and order situation. Propaganda and ideological grasping work is not timely; coordination between sectors and departments is not tight; a number of cadres and civil servants are still limited in capacity. There are signs of lack of solidarity within the organization; planning and training of cadres is not systematic.
On the basis of promoting the achieved results and overcoming limitations, in the 2025 - 2030 term, the Dak Song Commune Party Committee determined to continue building a streamlined and effective political system; arousing the spirit of innovation and creativity; mobilizing and effectively using resources for socio-economic development, environmental protection, and maintaining national defense and security.
The Party Committee of the commune sets a target that by 2030 the economic structure will include: agriculture and forestry accounting for 61.86%; trade - services 18.84%; industry - construction 19.25%. Budget revenue will reach 110 billion VND; the average budget revenue growth rate will be 9.5%/year; total budget expenditure will reach 162 billion VND; the average expenditure growth rate will be 10%/year; the total product value growth rate will reach 9.94%/year; average income per capita will reach 69 million VND/year, an increase of 21% compared to 2025.
Speaking at the Congress, Comrade Ha Thi Hanh acknowledged and praised the important contributions of the Party Committee, government and people of Dak Mol and Dak Hoa communes during the past term. The achieved results have significantly contributed to the success of the Resolution of the Provincial Party Congress for the 2020-2025 term, creating a solid foundation for Dak Song commune to develop rapidly and sustainably in the new period.
He suggested that the Dak Song Commune Party Committee focus on a number of key tasks in the coming term: quickly stabilizing the organization after the administrative unit arrangement; building a great solidarity and unity bloc within the entire Party Committee; thoroughly grasping the Party's policies and resolutions, creating high consensus among the people.
The Party Committee of the commune needs to clearly identify key tasks, develop the socio-economy in conjunction with ensuring national defense and security; effectively exploit local potential and advantages; strongly reform administration; create favorable conditions for investment and start-ups.
In particular, localities need to promote digital transformation, concretize it into appropriate action programs; improve the efficiency of public service provision, and move towards building a digital government. At the same time, continue to strengthen Party building, improve the capacity and fighting strength of grassroots party organizations, maintain discipline and order, and effectively carry out the study and follow of Ho Chi Minh's ideology, morality, and lifestyle.
