Hurry - That is the comment of many foreign tourists when participating in traffic in Vietnam. Whenever they go out on the street, everyone wants to go fast and get ahead. That is why the traffic situation is extremely chaotic, motorbikes, cars, bicycles... share all the lanes, everyone goes their own way, filling in any empty space.

Running red lights, not obeying traffic signs and markings. These violations are easy to see in and out of the city. At intersections with traffic lights, if there are no traffic police, people will run red lights, and when there is a slight traffic jam, they will rush onto the sidewalk to get ahead, especially for motorbikes because they have not been fined.

Whether the road has lane signs or road markings or not, it is a mixed road, motorbikes, bicycles and cars all mix together, wherever there is an empty space they squeeze in...

On the elevated Ring Road 3, while most cars obey the slow lane signs, there are still many vehicles traveling at high speed into the emergency lane, and when they reach the lane merging section, they encroach on the main lane, causing those who obey to always be stuck in traffic jams and slow down behind... When the traffic police discovered and handled the issue, the reason given was that they were "in a hurry".

Lack of observation when participating in traffic - especially when changing direction. Signaling is asking for the right of way but driving like a robber, signaling is turning right away, overtaking right away without considering whether other vehicles agree or not... When a collision occurs, the reason is also because of being in a hurry and not paying attention.

Using the phone while driving. There is probably no need to say too much about the harmful effects of this dangerous habit. Just a simple obstacle or a pothole on the road can cause a serious accident for people driving while talking on the phone.

Not wearing a helmet, especially in the neighborhood or alley. When going out for a long distance, most people remember to bring a helmet, but when traveling short distances near home such as picking up children, going to the market or visiting a neighbor's house... they almost never wear a helmet. When discovered and handled, the reason is also "being in a hurry" so they forgot to wear it.

Not keeping a safe distance from other vehicles. When participating in traffic, especially on the highway, the road traffic safety law clearly stipulates keeping a safe distance from the vehicles in front, but it is not difficult to see the situation on the highway but the vehicles still follow each other very closely at high speed. The consequence is that there have been many traffic accidents, "carriage jams". And of course, the reason given is also "in a hurry".

Do not drink alcohol while driving. Everyone knows this, but many people still violate it and the reason is "in a hurry": Knowing it is a violation but cannot call a car and the family has an urgent matter....

Haste - is a bad habit of traffic participants and is also the cause of many serious traffic accidents in recent times. But "haste" is just an excuse that violators use to justify their mistakes, for their lack of awareness of compliance with the provisions of the law on traffic safety and order.

So why has this ugly habit persisted for so long? Is it because people's awareness and understanding of the law is limited? Certainly not because most violators know their mistakes. Because the sanctions are not strong enough. Also certainly not because the new fines under Decree 168/2024/ND-CP have increased very high.

So the only final reason is that the detection and handling of violations is not regular and continuous, leading to traffic participants being negligent and circumventing the law. This is easily seen on the road when violations such as: running red lights, encroaching on lanes, driving on sidewalks, even going the wrong way... often occur when there is no police force. Thus, to gradually eliminate bad habits of traffic participants, the key issue is that violations must be detected and handled promptly and seriously.

In fact, installing cameras to issue fines in urban areas and on highways has greatly helped authorities in detecting violations and raising awareness of traffic participants, especially for cars.

In Bac Ninh province, most towns and ward centers have installed cameras to issue fines and fine motorcyclists. Although it is known that tracing motorbike registration to impose fines is still difficult, with the strong determination of the authorities, many motorbikes violating the law have been detected and strictly punished. This has greatly reduced the situation of speeding, especially running red lights. People no longer have a reason to "hurry" when violating because everyone knows that their violations, no matter where they are, will be detected and strictly punished.

Hanoi is also piloting the imposition of fines on motorbikes on some roads, which could be a breakthrough in promptly detecting and handling all violations in the area. We believe that when this is put into practice, along with the active participation of the police in wards and communes in increasing patrols and mobile control to every alley, the majority of people will no longer be in a "hurry" when participating in traffic.

Looking at the big picture, if the whole country does a good job of detecting and handling violations of traffic order and safety, people's awareness of obeying the law on traffic order and safety will certainly be raised, gradually building a civilized traffic culture, towards a safe traffic society.

“A second too fast can make a lifetime too slow”, along with the active participation of the authorities in patrolling and controlling, promptly detecting violations, each person participating in traffic needs to prepare themselves with a calm mind, not to rush, strictly comply with regulations on traffic order and safety for the health and life of themselves, their families and the whole society.
