On August 3, President Luong Cuong and his wife, along with a high-ranking Vietnamese delegation, arrived in Cairo, Egypt, beginning a state visit to the Republic of Egypt and the Republic of Angola until August 9.

The visit has special meaning and nature.

According to Vietnamese Ambassador to Egypt Nguyen Huy Dung, during his visit to Egypt, President Luong Cuong will have high-level talks with President Abdel Fattah El-Sisi; meet with Prime Minister Mostafa Madbouly, Senate President Abdel-Wahab Abdel-Razek and House of Representatives Speaker Hanafy Ali El-Gebaly; and deliver a policy speech at the Arab League headquarters.

On this occasion, the President also met with officials and staff of the Embassy, neighboring agencies and the Vietnamese community living, studying and working in Egypt.

To further strengthen political trust and elevate the relationship between the two countries in a comprehensive and profound manner, during the visit, the leaders of both sides expected and wished to soon elevate the bilateral relationship to a Comprehensive Partnership to open up new cooperation space.

Deputy Foreign Minister Nguyen Minh Hang emphasized that the visit of President Luong Cuong to Egypt and Angola has been long awaited by both us and our friends. This visit has special significance and nature not only in terms of bilateral relations but also more. The visit not only affirms the loyal and steadfast relationship formed and nurtured during the period of national liberation struggle, but also serves as an opportunity to exchange directions and measures to bring the relationship to a new level in a more practical, effective and sustainable manner, meeting the development and international integration needs in the new situation of each country.

Deepening, promoting and elevating the relationship will create a new framework for Vietnam, Egypt and Angola to further strengthen political trust; sign more agreements and cooperation arrangements in areas of mutual interest such as green transformation, digital transformation, energy, agriculture, education, healthcare, labor, climate change response, tourism and people-to-people exchange, etc.

The visit will also contribute to further facilitating and supporting Vietnamese businesses and investors, especially in the fields of telecommunications and energy.

Vietnam's new mindset

In the context of complicated developments in the world economy and trade, President Luong Cuong's working trip is an important step to implement the policy of diversifying markets and partners, especially potential partners in Africa - a continent with a population of 1.5 billion people and a growing middle class, rich resources, and an increasingly important role in the world economic map.

"Better exploitation of the large market in Africa is important to contribute to achieving Vietnam's economic growth target of 8.3%-8.5% in 2025 and double digits in the following years," Deputy Minister Nguyen Minh Hang affirmed.

The visit is also an opportunity for Vietnam to promote, deepen, enhance and upgrade relations with countries that play important roles and positions in Africa, and leading economies in the region. Egypt has a very important geostrategic position; is one of the most influential countries in the Middle East, Africa and the Arab world; and is home to the headquarters of the Arab League. Meanwhile, Angola is currently the Chair of the African Union, comprising 54 member states - an important force at the United Nations and multilateral forums.

Through the President's visit, we also send to African countries and more broadly to international friends and partners a policy message about a Vietnam with an increasingly important role and position in the international arena, steadily entering a new era. Since 2023, Vietnam has become an observer of the African Union. Vietnam's peacekeeping forces have made important contributions to many hotspots in Africa such as South Sudan and the Central African Republic; they are admired and highly appreciated by the United Nations as well as local leaders and people.

Therefore, the President's visit to Africa this time also affirms Vietnam's new stance: Ready to contribute more actively to peace, cooperation and development in the continent and the world.

During this visit, President Luong Cuong is expected to deliver important speeches at the Arab League and the Angolan Parliament, thereby conveying a policy message about a Vietnam that wishes to make greater contributions to world politics, the global economy and human civilization - as General Secretary To Lam has repeatedly emphasized.

In the context of Vietnam promoting and raising the level of multilateral diplomacy, the visit will contribute to mobilizing support not only from Egypt and Angola but also from African friends to promote its role at the United Nations, multilateral forums and organizations; at the same time, contributing to strengthening cooperation between ASEAN and the Arab League and the African Union.
