On the afternoon of June 24, continuing the ninth session, National Assembly deputies discussed in the hall the results of supervising the settlement of voters' petitions sent to the eighth session of the 15th National Assembly.
Discussing in the hall, delegates highly appreciated the Report on the results of monitoring the settlement and response to voters' petitions sent to the eighth session of the National Assembly Standing Committee. The report stated that a total of 2,033 petitions were received from voters and up to this point, all petitions have been settled and responded to, reaching 100%.
This is the highest rate of resolution and response to petitions ever. However, the delegates also raised a series of “hot” issues that voters have been concerned about in recent times that have not been thoroughly resolved.

Delegate Nguyen Thi Viet Nga (Hai Duong Delegation) said that recently, the issue of counterfeit and poor quality goods has become a special concern of voters nationwide. A series of cases discovered on a large scale and with seriousness shows that this problem is no longer an isolated phenomenon but is becoming a serious challenge in economic and social life.

The delegate said that recently, there has been a drastic intervention by the authorities, but voters and people still have many concerns and worries, such as the role and responsibility of the public service enforcement team for a long time, allowing this phenomenon to occur widely and widely.

Delegate Nguyen Thi Viet Nga suggested that there should be a strict monitoring mechanism, strict rewards and punishments, and individual responsibility in inspection and handling of violations. At the same time, it is necessary to create a clear change in the entire system, from the central to local levels, so that when mentioning the issue of counterfeit, fake, and poor quality goods, people will no longer be suspicious or feel insecure.
Meanwhile, delegate Nguyen Anh Tri (Hanoi Delegation) was interested in exempting tuition fees for specific occupations as stipulated in Point c, Clause 2, Article 62 of the 2014 Law on Vocational Education.

The Law on Vocational Education 2014 stipulates: "Students at intermediate and college levels in occupations that are difficult to recruit but are in demand by society according to the list prescribed by the head of the central state management agency for vocational education; students of specific specialized occupations that meet the requirements of socio-economic development, national defense and security according to the Government's regulations". Delegate Nguyen Anh Tri said that the Law has been in effect since 2015 but this content has not been implemented because of the lack of a list of specific occupations.
“This is a very humane, meaningful and necessary policy, but after 11 years it has not yet been put into practice. I recommend that the Government direct the Ministry of Education and Training to advise on the issuance of a list of specific occupations to soon put this policy into practice,” delegate Nguyen Anh Tri suggested.

At the discussion, delegate Huynh Thi Phuc (Ba Ria - Vung Tau delegation) said that, in addition to the positive results, there are still groups of contents that, although there are resolutions of the National Assembly and the Government, ministries and branches are interested in, are still stuck in the implementation. Typically, the progress of implementation and the results of resolving difficulties and problems in management, payment, and settlement of resources and policies for the Covid-19 epidemic prevention and control force have not been thoroughly resolved.
According to information from the health sector, the Government has drafted a resolution, the Ministry of Health has submitted a document attached to the draft to solicit opinions from ministries, sectors and localities many times with many proposed contents to remove and resolve the above-mentioned problems and backlogs, but so far it has not been issued.
While units and localities wait for specific regulations and instructions to completely resolve outstanding difficulties related to the management and use of resources for epidemic prevention and control, as well as more specifically to organize the implementation of policies on subjects, spending levels, and funding sources.
From the above analysis, delegates suggested that the National Assembly and the Government continue to pay attention to and direct ministries and branches to organize the implementation of policies and resolutions with specific actions, review problematic regulations, and issue more specific, clear and synchronous guidance documents so that implementation is smooth and convenient.

Regarding the above content, Minister of Health Dao Hong Lan said that the Government has recently implemented many policies regarding allowances and policies related to the fight against Covid-19 for medical staff working in epidemic prevention and control. These resolutions clearly stipulate the levels of benefits, conditions, and beneficiaries to implement the policies for Covid-19 prevention and control staff.
According to regulations, the state budget will be arranged according to the provisions of law and decentralized according to current regulations. The central budget will support localities facing difficulties due to unbalanced funding sources.
Minister Dao Hong Lan said that Resolution 80 of the National Assembly also allowed the implementation of these regimes for those who received benefits before December 31, 2022, extending the payment until the end of 2023.
Up to now, according to statistics from the Ministry of Health, localities have not mentioned the issue of payment for staff participating in the prevention and control of Covid-19.
