Deputy Prime Minister Le Thanh Long proposed promoting the application of the National Population Database in managing drug addicts, and prioritizing the repair and upgrading of facilities in drug rehabilitation facilities.
On June 25, in Ha Long city, the Ministry of Public Security coordinated with Quang Ninh province to organize a rally to respond to the Month of Action against Drugs; International Day against Drugs and Illicit Trafficking and National Day against Drugs in 2025, with the theme "Shared determination - For a drug-free community."
At the ceremony, Deputy Prime Minister Le Thanh Long, Chairman of the National Committee for AIDS, Drug and Prostitution Prevention and Control, emphasized the harmful effects of drugs on people, society and the stability and development of the country and nation.
Fully aware of the reality of the situation and risks of drugs, in recent years, the Party and State have issued many policies, mechanisms, and proposed synchronous tasks and solutions to prevent, combat and control drugs.
The Deputy Prime Minister acknowledged and commended the determination, efforts and positive results achieved by ministries, branches, central and local agencies, including Quang Ninh province; expressed gratitude for the contributions and sacrifices and congratulated the achievements of the forces directly involved in preventing and combating drug crimes in recent times, which have made important contributions to the development achievements and ensuring social order and safety of the country.
The Deputy Prime Minister requested that in the coming time, ministries, branches, agencies, localities and relevant forces continue to thoroughly grasp and effectively implement policies, guidelines, laws on drug prevention and control.
Specialized forces with the core being the police force need to grasp the situation early, from afar, from the grassroots; strengthen state management of conditional investment and business sectors, and services sensitive to security and order; strictly control legal activities related to drugs; proactively prevent, detect, combat, and thoroughly handle acts of buying, selling, organizing, harboring, using, and illegally producing drugs...
Units continue to review, detect, compile statistics, promote exploitation and application of the National Population Database in managing drug addicts, illegal drug users and post-rehabilitation management; prioritize resources to invest, repair and upgrade facilities in drug rehabilitation facilities.
Units promote the application of science and technology in management and treatment to meet the requirements of drug rehabilitation in localities; have policies to support, create jobs, and eliminate inferiority complex for people after drug rehabilitation; pay attention to training, fostering, and have appropriate support policies and regimes for specialized forces in drug prevention and control; strengthen information, propaganda, and promote international cooperation.
According to the report of the Ministry of Public Security, currently, the number of drug addicts, illegal drug users, people under post-rehabilitation management and drug-related subjects under the professional management of the police force remains very high (over 400,000 people, accounting for 0.4% of the country's population). This is identified as a very large source of drug consumption, posing a high risk of causing insecurity and disorder.
Alarmingly, the number of drug addicts and illegal drug users is present in most localities, with a tendency to become younger and increase, negatively impacting the morality, lifestyle, and health of tens of thousands of young people, directly affecting the labor force of society, the future, the prospects of the nation, and the sustainable socio-economic development of the country.
Along with that, the domestic drug crime situation is still complicated, the number of transnational, inter-provincial drug traffickers is increasing. The methods and tricks of the subjects are increasingly reckless, daring, ready to use hot weapons to fight back, causing many difficulties, dangers, and casualties for the authorities in the process of fighting and arresting.
Deputy Secretary of the Provincial Party Committee, Chairman of the Quang Ninh Provincial People's Committee Pham Duc An informed that the province always identifies drug prevention and control as an important political task, which must be implemented comprehensively, continuously and resolutely, without stopping or compromising. The entire political system of the province has taken part synchronously and resolutely; many creative models and approaches have proven effective.
From 2020 to present, the province has arrested and handled 3,673 cases, 8,205 drug-related criminals, seized hundreds of kilograms of various drugs; established records to apply compulsory drug rehabilitation measures and mobilized voluntary drug rehabilitation at provincial drug rehabilitation facilities for 3,391 cases; deployed the construction of drug-free communes, wards and towns in 78 localities.
Immediately after the rally, more than 1,000 officers, soldiers, union members, police youth, women, veterans, youth union members, volunteers and the masses participated in the march in response to the Month of Action against Drugs; International Day against Drugs and National Day against Drugs./.
