Accordingly, the development of the Hydrometeorological Sector by 2030 will reach the advanced science and technology level of the Asian region; The Hydrometeorological Sector will have rapid and sustainable development steps on the basis of strong application of science and technology, associated with ensuring the requirements of socio -economic development, natural disaster prevention and control, adaptation to climate change, ensuring national defense and security.

The Hydrometeorological Sector is implementing many projects to enhance hydrometeorological monitoring and communication capacity.

With the goal of perfecting the legal system, mechanisms and policies related to hydrometeorology; the process of operating and managing the national hydrometeorological station network; regulations on sharing and connecting hydrometeorological information and data between ministries, branches, localities and internationally. Completing the work of restructuring the organization and apparatus towards streamlining, effective and efficient operations; building a professional, qualified and qualified human resource.

Developing hydrometeorological information technology including: digital infrastructure, digital data and digital platform; ensuring stable and smooth operation of information technology infrastructure; information security reaching at least level 03; providing public services in the field of hydrometeorology reaching level 04. Completing the centralized national hydrometeorological database, connecting with the national common databases; monitoring data at stations belonging to the national hydrometeorological system is collected in close real time and controlled and stored in accordance with regulations; 100% of monitoring data at works that must monitor and provide hydrometeorological information and data and at least 75% of monitoring data at specialized hydrometeorological stations are collected and integrated into the national hydrometeorological database. Completing the digital transformation of the hydrometeorological sector reaching 100% according to the digital transformation targets of the natural resources and environment sector; Update and digitize 100% of paper meteorological and hydrological documents; increase the system's specialized meteorological and hydrological calculation capacity to at least 5 times that of 2020.

Particularly invest in expanding ground satellite information stations, mobile information equipment; effectively operate the multi-disaster warning system, combined with the national information infrastructure system. Modernize hydrometeorological monitoring technology by 2030, increasing the total number of automatic stations in the entire network to 95% for meteorological stations, water level measurement stations, rain measurement stations, high-altitude wind measurement stations and at least 40% for water flow measurement stations. Research and apply remote monitoring technology using satellites, cameras, remote sensing, Internet of Things (IoT), artificial intelligence (AI) in monitoring activities to serve large-scale monitoring and forecasting. Increase density, add 13 weather radar stations to mainland areas, border areas, islands and archipelagos under Vietnam's sovereignty ; develop a network of automatic hydrometeorological stations; integrate the national resource and environmental monitoring network with the national hydrometeorological station network; Applying new and modern monitoring technologies to serve hydrometeorological monitoring and climate change monitoring.

Strengthen state management of hydrometeorology for the hydrometeorological station network of ministries, branches, localities, relevant organizations and individuals; upgrade and modernize the inspection and calibration system of hydrometeorological measuring equipment. Invest in and modernize the specialized natural disaster monitoring, tracking and supervision system, especially for rain, storms, floods, flash floods, inundation, landslides, riverbank and coastal erosion. Develop mechanisms and policies to encourage domestic organizations and individuals to participate in providing hydrometeorological services and technology, manufacturing and assembling measuring instruments and equipment used in the national hydrometeorological station network, timely forecasting and warning, ensuring reliability, on par with advanced countries in the region with a number of specific indicators such as daily hydrometeorological forecasting in normal weather conditions with a reliability of 80-85%.

In particular, forecasting the trajectory and intensity of tropical depressions with sufficient reliability 2-3 days in advance, increasing the warning period for the trajectory and intensity of storms 3-5 days in advance, warning floods with sufficient reliability for major river systems in the North 2-3 days in advance, in the Central region 1-2 days in advance, in the South 10 days in advance; increasing the quality of quantitative forecasts of heavy rain 2-3 days in advance by 5-10% compared to 2020; warning flash floods and landslides with sufficient reliability 6 hours in advance; increasing the weather forecast period to 10 days, warning the development trend of some dangerous hydrometeorological phenomena up to 1 month in advance, warning ENSO phenomenon affecting Vietnam, drought, saltwater intrusion from 3 months to 1 year; improving the quality of hydrometeorological forecasts and warnings to lead the countries in the ASEAN region. Provide 100% of information on natural disaster zoning, natural disaster risks, climate change monitoring, climate resources, water resources to serve the development and implementation of strategies, planning, socio-economic development plans, and key national projects./.
