According to the Department of Planning and Investment, the Bai Coc Trong - Bai Coc Ngoai Tourist Area Project is located in Vinh Hai Commune (Ninh Hai) with an area of about 9.9 hectares. Construction scale: Hotel, restaurant, outdoor activity area, picnic area, camping area, public beach, green park... according to the approved detailed construction plan 1/500. The Provincial People's Committee has issued Document No. 1689/UBND-KGVX dated May 10, 2017 agreeing in principle to select Bai Coc Tourist Area Company Limited to implement the project. However, up to now, Bai Coc Tourist Area Company Limited has not completed the dossier to submit for approval of the adjustment of the detailed construction plan at a scale of 1/500 approved by the competent authority, as a basis for preparing the dossier to request the policy of changing the purpose of forest use. Top resort Ninh Thuan high-class resort project in Vinh Hai Commune, has an area of about 9.4 hectares; in which the water surface area is about 400 m. Investment scale: Construction of 10 to 15 high-class resort villas; hotels, restaurants, entertainment areas on the sea and other auxiliary infrastructure works. Based on the report of the Department of Planning and Investment, the Provincial People's Committee issued Document No. 4133/UBND-VXNV dated May 3, 2018 agreeing in principle to select Hanoi Real Estate Investment and Trading Joint Stock Company as the investor to implement the project and requesting a deposit of 15 billion VND before deciding on the investment policy as committed in the investor selection registration file. Similar to the above-mentioned Bai Coc Trong-Bai Coc Ngoai Tourist Area project, at the time of investor selection, the project did not meet the conditions for organizing investor selection as prescribed in Article 10 of Decree No. 30/2015/ND-CP of the Government.

Speaking at the meeting, the Vice Chairman of the Provincial People's Committee assigned the Department of Planning and Investment to promptly review and verify the financial capacity records of investors; based on the results of the Department of Planning and Investment, assigned the Department of Natural Resources and Environment to preside over and coordinate with the Department of Agriculture and Rural Development, Nui Chua National Park, Ninh Hai District People's Committee and relevant agencies to specifically determine the origin of land use, especially the boundary of the land area that has been granted a Land Use Right Certificate to the Management Board of Nui Chua National Park; advise the Provincial People's Committee to handle the transition steps in the process of land allocation and land lease for this land according to the provisions of the Land Law 2024 and the Decrees guiding the Land Law.
Regarding the proposed investment area of the Bai Da Trung Tourist Area project (with an area of 35.36 hectares, located in Mui Dinh area, Thuan Nam district), it is basically consistent with the planning of Ninh Thuan province for the period 2021-2030, with a vision to 2050; land use planning; Construction zoning plan (scale 1/2000) Mui Dinh area, Thuan Nam district. The project is of the nature of using land for commercial and service purposes; originating from forestry land that has been handed over to local management, falling under the case of auctioning land use rights according to the provisions of the land law. However, before implementing the land use rights auction procedure, it is necessary to review and complete related legal procedures, ensuring strict compliance with regulations.
